Background
The English Skills Development and Leadership Management Programme (later called as Communication and Leadership Management Programme) began in June 1986 and trained health professionals from Member States and areas of the Western Pacific Region until 2003. For the first eight years of the programme, the objective of the Centre was to deliver a programme focusing on English language communication, which was then shifted toward building leadership and management capacity. In the 17 years of operation of the Centre (1986-2003), almost 450 participants from mainly seven countries and areas (Cambodia, China, Japan, Lao People’s Democratic Republic, Mongolia, the Republic of Korea and Viet Nam) completed the programme which improved English skills and broadened the knowledge of WHO while fostering collaboration among officers of the WHO Western Pacific Region.
Recognizing the need for improving skills in communicating in global health area in some countries in the Western Pacific Region (WPR), the World Health Organization re-established the Global Health Learning Centre (GHLC) in 2014. The mission of the centre is to build capacity of mid-level health officials to understand global health issues and to participate in international forums and contribute to the global health arena.
Mission of the Center - To develop the knowledge and skills of mid-level health professionals to enable them to better engage in international discussions (in the English language) and contribute to the global health agenda.
Learning objectives - To develop the ability of participants to critique and comment on global health policy documents; identify how they can be translated into policy options relevant to the participants' national context and contribute to global and national health discussions.
Since it's re-establishment in 2014, 72 participants have completed the course. In 2018, the GHLC is in its fifth year is expected to host up to 30 participants from the Western Pacific Region countries. The programme comprises 2 modules: A) English language for health course; and B) technical course on global health issues.
The learning objectives of GHLC are as follows:
- Module 1: improve participants ability to critique and comment on global health policy documents in English;
- Module 2: develop participant’s ability to translate global health strategies into policy options that are relevant to the participants’ national context
Tasks
The chosen contractor will:
- propose to WHO a detailed week by week design for a three-month full-time and two-month part-time English Language curriculum with weekly educational objectives. Health topics and modern, participatory adult learning methodologies to be used for attaining the objectives should be specified;
- arrange the online English Language proficiency testing prior to course commencement, and identify those applicants who fall in the proficiency requirement for this GHLC course;
- design and/or procure learning materials and provide to each Fellow for the whole duration of the programme;
- liaise closely with WHO staff in order to maximize integration of content, approaches and activities across both Modules A and B;
- propose an out-of-classroom sociocultural programme which may include local field visits and activities;
- carry-out a face to face English Language training to develop the skills required;
- evaluate the English Language proficiency level of each participant at the beginning (pre-test) and at the end (post-test) of the five months, and award certificates to the participants;
- increase by at least one level (of IELTS or similar language standard) the proficiency of at least 90% of the participants at the end of Module A.
- provide a full progress report at the mid-point (2 months) and at the end of Module B (five months). Progress reports should include:
- students improvement rate and performance evaluation
- any issues that need to be formally brought to the attention of WHO. Day to day issues should be raised and solved in interaction between the institution’s programme coordinator and WPRO staff, and
- provide a report on evaluation of the course.
Required profile of the contractor
- The contractor should have the logistical capacity to manage a group of 25-30 participants on a full-time basis using the GHLC facilities at the WHO Regional Office on UN Avenue in Manila, and ensuring that participants have adequate access to resources such as English Language text books and other learning materials suitable for the skills required to be developed.
- Fully qualified teaching staff and team coordinator dedicated to the Project, or specified phases thereof, on a full-time/part-time basis.
- An institution operating in the field of higher education or adult training, with proven expertise in the teaching of English as a second language.
- Has proven experience with international organizations and/or major institutions in the field of language training is an advantage.
- Has proven experience in development and delivery of English language training for professionals.
- An ISO accreditation or an on-going accreditation process by a certified accreditation body will be an asset.
