REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANTS) Grenada Caribbean Regional Air Transport Connectivity Project (CATCOP) Credit No.: 6642-GD Assignment Title: Air Navigation Expert for Instrument Landing System (ILS), Automatic Dependent Surveillance- Broadcast (ADS-B), Precision Approach Path Indicator (PAPI) and Automatic Terminal Information Service (ATIS) Reference No.: GD-MOIID- 226102-CS-INDV The Government of Grenada has received financing from the World Bank toward the cost of the Caribbean Regional Air Transport Connectivity Project (CATCOP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the preparation of detailed technical requirements for the bidding documents for Supply and Installation of ILS, ADS-B, PAPI and ATIS, and overseeing and coordinating the design and implementation phase of these air navigation systems improvements as outlined in Component 1 of the Project. The preparation of bidding documents is anticipated to commence in 2021 with the support and oversight services of the procurement phase to be completed in 2022 and the installation and commissioning phase in 2023. The estimated level of effort will be 100 person-days over the life of the project, ensuring full consistency with the TOR referred to in this REOI. The detailed Terms of Reference (TOR) for the assignment can be found at the following websites: (www.gov.gd/resourcecenter/publications and www.procurement.gd) or can be obtained at the address given below. The Ministry of Infrastructure Development, Public Utilities, Energy, Transport, and Implementation now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1) experience in carrying out survey of existing navigational aids and communications facilities, 2) experience in preparing detailed technical requirements for bidding documents in conformance with ICAO standards for the supply, installation and commissioning of air navigational aids including ILS, ADS-B, PAPI and ATIS, 3) at least 15 years of aviation-related infrastructure and system design and implementation experience with a substantial emphasis on air navigation systems, 4) demonstrated substantial experience overseeing air navigation systems design and implementation projects, including design reviews and quality inspection of implementation activities, 5) excellent understanding of ICAO’s Standards and Recommended Practices (SARPs) relating to airport infrastructure, facilities, and air navigation systems, 6) prior experience working on World Bank financed or commissioned projects will be an asset. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: consultants need to be aware that conflict of interest may arise between the main objective of this assignment (preparation of bidding documents and support and oversight services of the procurement phase) and the supply of the navaids, as per paragraph 3.17b of the Procurement Regulation. The Consultant has an obligation to disclose to the Client any situation of actual or potential conflict that impacts its capacity to serve the best interest of its Client. Failure to disclose such situations may lead to the disqualification of the Consultant or the termination of its Contract and/or sanctions by the Bank. Without limitation on the generality of the foregoing, the Consultant shall not be hired under the circumstances set forth below: a.  Conflicting Assignments (i)      Conflict among consulting assignments: a Consultant shall not be hired for any assignment that, by its nature, may be in conflict with another assignment of the Consultant for the same or for another Client. b. Conflicting Relationships (ii)     Relationship with the Client’s staff: a Consultant that has a close business or family relationship with a professional staff  of the Borrower (or of the Client, or of implementing agency, or of a recipient of a part of the Bank’s financing) who are directly or indirectly involved in any part of (i) the preparation of the Terms of Reference for the assignment, (ii) the selection process for the Contract, or (iii) the supervision of the Contract, may not be awarded a Contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Bank throughout the selection process and the execution of the Contract. 2. Sanctions A Consultant that has been sanctioned by the Bank, pursuant to the Bank’s Anti-Corruption Guidelines and in accordance with its prevailing sanctions policies and procedures as set forth in the WBG’s Sanctions Framework shall be ineligible to be awarded a Bank-financed contract or benefit from a Bank-financed contract, financially or otherwise, during such period of time as the Bank shall have determined.
