https://devbusiness.un.org/node/793657 REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES SELECTION) SAINT LUCIA CARIBBEAN REGIONAL AIR TRANSPORT CONNECTIVITY PROJECT Loan No.: 6653-LC Assignment Title: Air Navigation Specialist Reference No.202852 -CS –INDV: P170860 The Saint Lucia Air and Sea Ports Authority has received financing from the World Bank toward the cost of the Caribbean Regional Air Transport Connectivity Project (CATCOP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the provision of air navigation modernization and improvement expertise, in accordance with the Loan Agreement and World Bank Procurement Regulation for IPF Borrowers, in order to: Oversee and coordinate design and implementation of the CATCOP-St. Lucia air navigation systems improvements as defined in Component 2 to ensure completion on schedule, to technical specifications and with the required quality standards. Coordinate with other CATCOP and non-CATCOP improvement projects as necessary to ensure design compatibility, minimize interference and disruption during implementation activities, and ensure timely implementation. Support the procurement of terrain surveys, designs, equipment, installation, testing, instrument approach procedure design, and aeronautical chart updates by providing technical inputs for bidding and contract documents and technical / cost evaluation of bids; oversee, manage, and coordinate contractors. Conduct cost and schedule analyses, estimating expected costs and timeline for air navigation systems improvements. Inspect design and installation works regularly and report on quality and progress vs. expectations. Conduct risk assessments; report identified risks to management; provide recommendations for mitigation of risk (including amendments to or termination of contracts if appropriate). Address technical questions, concerns, and/or complaints throughout the Project related to air navigation systems. Coordinate with the Project Manager and other Project specialists to ensure all relevant environmental and health requirements are met during design and implementation of works. Coordinate and execute the compilation, analysis and presentation of data gathered from various sources which is required for carrying out design of air navigation systems. The Airport Navigation Specialist will serve in a full-time position supporting the PIU on-site in Saint Lucia. The role is for one year initially with up to five additional one-year extensions possible depending upon performance and Project needs. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: An engineering or other relevant 4-year technical degree from an accredited university. While not required, a master’s degree would be viewed favorably. Additionally, a pilot’s license or air traffic control experience would be an added advantage. At least 15 years of aviation-related infrastructure and system design and implementation experience with a substantial emphasis on air navigation systems. Demonstrated substantial experience overseeing air navigation systems design and implementation projects, including design reviews and quality inspection of implementation activities. Familiarity with the Caribbean region and donor / lender development projects would be viewed favorably. Experience in World Bank funded projects would be an added advantage. Excellent understanding of ICAO’s Standards and Recommended Practices (SARPs) relating to airport infrastructure, facilities, and air navigation systems. Knowledge of SLASPA and ECCAA rules and procedures would be viewed favorably. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower. Without limitation on the generality of the foregoing, Consultants shall not be hired under the circumstances set forth below: a firm that has been engaged by the Borrower to provide Goods, Works, or Non-consulting Services for a project (or an affiliate that directly or indirectly controls, is controlled by, or is under common control with that firm), shall be disqualified from providing Consulting Services resulting from, or directly related to, those Goods, Works, or Non-consulting Services. This provision does not apply to the various firms (Consultants, contractors, or suppliers), which together are performing the contractor’s obligations under a turnkey or design and build contract; a firm that has been engaged by the Borrower to provide Consulting Services for the preparation or implementation of a project (or an affiliate that directly or indirectly controls, is controlled by, or is under common control with that Consulting firm), shall be disqualified from subsequently providing Goods, Works, or Non-consulting Services resulting from, or directly related to those Consulting Services. This provision does not apply to the various firms (Consultants, contractors, or suppliers), which together are performing the contractor’s obligations under a turnkey or design and build contract; neither a Consultant (including personnel and sub-consultants), nor an affiliate (that directly or indirectly controls, is controlled by, or is under common control with that Consultant), shall be hired for any assignment that, by its nature, creates a conflict of interest with another assignment of the Consultant; Consultants (including their experts and other personnel, and sub-consultants), that have a close business or family relationship with a professional staff of the Borrower, or of the project implementing agency, or of a recipient of a part of the Bank’s financing, or any other party representing or acting on behalf of the Borrower, that is directly or indirectly involved in any part of: the preparation of the TOR for the assignment; the selection process for the contract; or the supervision of the contract, may not be awarded a contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Bank throughout the selection process and the execution of the contract.
