This is a Sole Source Synopsis announcement.  A written solicitation will not be issued.  Naval Sea Systems Command (NAVSEA) intends to award a contract with both Firm Fixed Price (FFP) items and Cost Plus Fixed Fee (CPFF) items to BAE Systems Surface Ships Ltd of Portsmouth, UK, using other than full and open competition pursuant to 10 U.S.C 2304(c)(1) and as implemented by Federal Acquisition Regulation (FAR) 6.302-1.


The anticipated contract shall cover FY2019 through FY24 Archerfish Neutralizer production requirements (1 base + 4 option years) to produce up to 760 Archerfish Neutralizers (Destructor, Mine Neutralization, Airborne MK 64 Mod 0 Archerfish and MK 65 Mod 0 Archerfish), Fiber Optic Spools, support equipment required for the maintenance and operation of the Archerfish Neutralizer, and associated Spares and Engineering Services.  Efforts are in support of the AN/ASQ-235 Airborne Mine Neutralization System (AMNS). 


BAE Systems is the original equipment manufacturer and sole supplier of the Archerfish Neutralizer.  It is the only company that possesses the intellectual property rights (concepts, designs, techniques) and technical documentation of critical system components and requisite expertise necessary to provide the supplies within the time required to meet the Navy’s requirements.  No other source has the technical qualifications and the resources required to perform the work described herein.  This notice is not a request for competitive proposals.  The responses to this notice must be received by 1500 EST on 22 February 2019.  Responses shall be submitted via email to matthew.hedrick1@navy.mil and cc renee.brooks@navy.mil and reference solicitation number N00024-19-R-6304.  No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.
