The Government of Georgia has received financing from the Asian Development Bank (ADB) towards the cost of the Batumi Bypass Road Project. Part of this financing will be used for payments under the Contract named above. No nationality restrictions apply. 2. The Roads Department of Georgia under the Ministry of Regional Development and Infrastructure of Georgia ("the Employer") invites sealed bids from eligible Bidders for the contract for the construction of the Poti Bridge and access roads. This contract includes the construction of a 436 m long 2-lane 8 span composite steel and concrete bridge with driven pile foundations over the Rioni River and approximately 2 km of access roads partly through soft ground conditions. The contract period will be 730 calendar days + 730 calendar days for Defects Notification Period. 3. International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all Bidders without nationality restrictions. 4. Only eligible Bidders with the following key qualifications should participate in this bidding: ● Pending Litigation: All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50 percent of the Bidder’s net worth calculated as the difference between total assets and total liabilities. ● Financial Situation: The Bidder’s net worth, as a minimum, for the last year calculated as the difference between total assets and total liabilities should be positive. Its annual average construction turnover for the last three (3) years must not be less than USD 14,000,000 (Fourteen Million United States Dollars) or equivalent and the Bidder must demonstrate that it has access to financial resources of not less than USD 2,400,000 (Two Million Four Hundred Thousand United States Dollars) or equivalent to support the cash flow requirement for this project and all its current contract commitments. ● Construction Experience: Participation in at least two (2) contracts that have been successfully or substantially completed within the last five (5) years and that are similar to the proposed contract, where the value of the Bidder’s participation exceeds USD 13,000,000 (Thirteen Million United States Dollars). The similarity of the Bidder’s participation shall be based on construction of bridges for Highway/Motorway/Expressway. ● Construction Experience in the following key activities: -- Within the last five (5) years, construction of new bridge(s) with total area of at least 5,000 m 2 and-- Within the last five (5) years, construction of at least one (1) composite (steel and concrete) bridge with at least one span of 40m or longer.
