Overview :

For the purpose of implementing the requirements of the National Implementation Plan of the Stockholm Convention on Persistent Organic Pollutants, reducing the emission of persistent organic pollutants of electrical and electronic products during their life cycle, and protecting the ecologic environment, International Environmental Cooperation Center (IECO) of the Ministry of Ecology and Environment and the United Nations Development Programme (UNDP) jointly developed the “ Reduction of POPs and PTS release by environmentally sound management throughout the life cycle of electrical and electronic equipment and associated wastes in China ”project. IECO will be the national implementing agency of the project, in charge of general coordination and management.By conducting analysis on electrical and electronic products through their life cycle, activities will be carried out such as policy and standard promotion, regulatory ability strengthening, ecological design, and demonstration on recycling system and treatment technology, thus advancing management system, as well as technological standard system of China’s electrical and electronic products and reducing POPs emission. 

According to the project, demonstration activities have been carried out in four wasted electrical and electronic products treatment enterprises located in three demonstration provinces (Tianjin, Jiangsu, and Hubei). In order to make clear the emission of PBDE and heavy metals, such as lead, during the treatment process of wasted electrical and electronic products dismantling, wasted printed circuit board crushing and sorting, plastic wood preparation using wasted plastics, and wasted electrical machine and compressor dismantling, a qualified detection institute will be selected to conduct the detection of related pollutants, providing reliable data support for the evaluation and acceptance inspection of subsequent demonstration activities.

Offeror must submit the original and 4 copies of proposal with official seal (including technical proposal and financial proposal), technical proposal and financial proposal should be sealed separately.
