There are no eligibility restrictions to bid.
This bid is conducted on lots basis. Bidders may bid for one or more lots as defined in the bidding documents. Bids for each lot should be complete. Partial or incomplete bids will be rejected. Bidder should meet all qualification criteria, in cumulative, for the lots for which he is bidding. This “cumulative criterion” will be applied in case bidder is bidding for more than one lot.
Scope of this lot is procurement of off-road vehicles (3 pcs) and mobile tank transport trailers (3pcs) with technical characteristics as given in Tender Documents.
The following selection criteria must be satisfied by bidders to be qualified for the award of Contract:
(a) If the Bidder is Manufacturer:
(i) Financial Capability: minimum required average annual turnover for the last three (3) years (2018, 2019 and 2020) should be at least EUR 400,000. Reports on financial standing of the Bidder such as profit and loss statements, balance sheets and auditor's report for the past three years, Letter of Credit from the Bank and an authority from the Bidder to seek references from the Bidder's bankers. The documents submitted as above should demonstrate the bidder's financial soundness in terms of profitability and liquidity.
(i) Experience & Technical Capacity: successful completion of at least one substantially similar (in terms of size and nature) supplies in the last three (3) years (2018, 2019 and 2020). The Bidder shall specify type, quantity and total value of such supply. Minimum 3 years in supply of similar goods. Documentary evidence by the Bidder to demonstrate that in case the contract is awarded to him, he will ensure that the Goods it offers will be in the country supported by service/maintenance/facility supplied with original spare parts & certified by the manufacturer with employed at least 1 worker who possess licenses for maintenance & shall be capable to respond within 24 hours to the request of the Bidder for maintenance / repair of the supplied Goods on the site. The Bidder must assure maintenance services by the certified service provider in the country (Bosnia and Herzegovina) for delivered goods min 10 years following its delivery.
(b) If Bidder is not manufacturer but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form, the Manufacturer shall demonstrate the above qualifications (i), and (ii) and the Bidder shall demonstrate that it has successfully completed at least one (1) contract of similar goods in the past three (3) years. Further, the Bidder shall furnish the Manufacturer's Sales Authorization & Manufacturer's After Sales Authorization (for service capacity).

Bids must be delivered in closed envelopes bearing the mention “Machinery, Vehicles and Equipment for Maintenance of Facilities in the Republika Srpska Flood Protection System” not later than 12:00 CET on 12.03.2021 at the above given address.
Electronic bidding will not be permitted. Late bids will be rejected.
All bids must be accompanied by Bid Security Declaration in the form & in compliance with the conditions indicated in the Bidding Documents.
Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the above given address on 12.03.2021 at 12:00 CET
