Purpose of the APW
The purpose of this activity is to: 1) facilitate the application of the Pacific Tobacco Industry Interference Index tool in at least two Pacific island countries; and 2) develop and implement a brief assessment on the experiences of patrons, owners and management of public workplaces (e.g., restaurants, caf s, etc.) regarding smoke-free policies/laws in at least two Pacific island countries.
Background
A major hindrance to progress of tobacco control is tobacco industry interference. According to the WHO Framework Convention on Tobacco Control, a global treaty to which all Pacific island countries are a Party, “the participation of civil society is essential in achieving the objective of the Convention (WHO FCTC) and its protocols.” Therefore, this work intends to facilitate the application of the Pacific Tobacco Industry Interference (TII) Index tool to identify the types and extent of TII in at least two Pacific island countries, with NGO support.
In the Western Pacific Region, 3 persons die every minute due to tobacco and many women and children are regularly exposed to SHS.
Healthy and productive populations are the driving force behind the successful development of a country. The United Nations high-level meeting on non-communicable disease prevention and control in 2011 called on the private sector to “promote and create an enabling environment for healthy behaviours among workers.” One of the ways to realize such environments is by establishing 100% smoke free workplaces. As such, this work aims to engage NGOs to develop and implement a brief assessment on the experiences of patrons, owners and management of public workplaces (e.g., restaurants, caf s, etc.) regarding smoke-free policies/laws in at least two Pacific island countries.

Output 1: Assessment of the types and extent of tobacco industry interference (using the Pacific Tobacco Industry Interference Index) in two Pacific islands (PICs)
Deliverable 1.1: A brief implementation plan involving local NGO(s) for the administration of the Pacific TII index in two PICs (PICs to be agreed in consultation with WHO DPS)
Deliverable 1.2: Draft report for two countries on the types and extent of tobacco industry interference including recommendations to address gaps
Output 2: Audit of the experience of patrons, employees and management of a sample of public workplaces after becoming smoke-free
Deliverable 2.1: An audit tool to measure the experience of patrons, employees and management of a sample of public workplaces after becoming smoke-free
Deliverable 2.2: A brief summary report of the experience of becoming a smoke-free workplace including at least 10 managers or employees across at least three unique locations for at least two Pacific island countries.

Specific requirements
Qualifications required (for companies; of the team leader):
-A degree in social sciences, public health or similar field
Experience required:
For team leader:
-At least 10 years working in tobacco control
-Experience with undertaking survey facilitation and/or survey data collection
-Experience working in the Pacific islands is preferred
For the organization:
-Operational for at least the past 10 years as a recognized NGO
-Existing linkages to Pacific-based NGOs working in tobacco control an advantage
Language requirements:
-Fluent in written English
Place of assignment
- Only domestic travel is required (likely land transport) within any given Pacific island

The duration for of the assignment is between 12- 31 March 2018.
