https://devbusiness.un.org/content/GN-P856265-10-21 INVITATION FOR PREQUALIFICATION CONSTRUCTION OF THE NEW JAMAICA HOUSES OF PARLIAMENT AT NATIONAL HEROES PARK REF No: 400:211-1 The Urban Development Corporation (UDC) in accordance with the Public Procurement Act, 2015 and the Public Procurement Regulations, 2018 hereby invites suitably qualified firms to pre-qualify for the construction of the Houses of Parliament Building at the National Heroes Park, Kingston, Jamaica. Prequalification will be conducted via International Competitive Bidding (ICB) utilizing the Government of Jamaica’s eProcurement (GOJEP) System. The pre-qualification may be followed by a Request for Proposals or Invitation to Bid where only pre-qualified firms will be invited by UDC to submit offers for the construction of the Houses of Parliament Building at the National Heroes Park, Kingston, Jamaica. BACKGROUND The project site is the 52 acres National Heroes Park (NHP), located in Jamaica’s capital city of Kingston. The approximately 52-acre National Heroes Park is a historic public urban park honoring Jamaica’s National Heroes, former Governor Generals, Prime Ministers and Patriots. Monuments to the honorees are located on the site as the “Shrine and Patriots Circle”. Main features within the new Park design include the Shrine and Patriot Circle, a public plaza and pavilion, a water-wall/fountain feature, underground water storage, a substantial addition of local tree varieties, a working plant nursery for maintaining the park, public toilets, new perimeter fence and renovated existing fence, army barracks, enhancement of the Shrine and Patriots areas along with security features throughout the park DESCRIPTION OF WORKS The construction work may include but is not limited to:- (1) Construction of the new Houses of Parliament building located on an 11.2-acre site within the park, (2) Upgrading of the historic public urban park, (3) Construction of support buildings, infrastructure upgrades and the redevelopment and landscaping of the National Heroes Park (NHP). For the detailed Scope of Works, please review the Invitation to Pre-qualify ELIGIBILITY Domestic Bidders are required to submit the following documents along with their application 1. Valid Certificate of Registration with the Public Procurement Commission in the categories of: Building Construction and/or Civil Engineering Works; Grade 1 2. Bidders are required to upload all requests for clarifications in the GOJEP Portal. DEADLINE FOR SUBMISSION OF APPLICATIONS Applications must be submitted online via www.gojep.gov.jm by Wednesday, December 1, 2021 at 2:00pm. Late applications will be automatically rejected by the system. APPLICATION OPENING An online application opening will take place on Wednesday, December 1, 2021 at 2:15pm. An online application opening report will be generated by the GOJEP System and will be accessible to all Bidders who apply.
