OBJECTIVES OF THE CONSULTANCY

The overall objective is to support the government of Malawi to design, facilitate and monitor an inclusive learning process to inform the vision and coordination structure for shock-sensitive social protection as per the Malawi National Social Support Programme (MNSSP II).

Based on existing structures, and complementing Government’s plans for coordination on a broader level, this entails the following specific objectives;

  1. To support key stakeholders reach consensus on operational aspects of a vision for Shock-Sensitive Social Protection that builds on existing systems, addresses seasonal needs and enables expansion in case of humanitarian emergencies;
  2. To support stakeholders, leverage existing coordination structures and any ongoing Government initiatives, institutionalize a government-led mechanism for improved collaboration and communication between humanitarian and social protection actors;
  3. To ensure that the most suitable division of roles and responsibilities of key actors in the context of shock-sensitive social protection is agreed upon;
  4. To identify and address Government leadership capacity needs that are necessary to drive individual and collective transition towards achieving a joint vision for shock-sensitive social protection and respective coordination.
