Project Background

The Inclusion for Development (I4D): Unlocking the Transformative Potential of Migrants, Displaced People and Marginalized Host Communities Project is conducting research on migration entitled, Leaving No Migrants and Displaced Persons Behind: Integrated Development Approaches to Migration and Displacement among the Urban Poor in Asia and the Pacific. The project engaged a National Researcher on Urban Migration and Human Displacement, Climate Change, Disasters, and Resilience on 19 August 2021 to conduct the following deliverables for the research: work plan, literature review, research framework and instruments, multi-stakeholders consultations, summary paper of collected data results, and final inception report.

This research project is envisioned to form the critical evidence base for a UNDP Regional Human Mobility Programme involving the country offices (CO) of the Philippines, Vietnam, and Pakistan entitled “Leaving No Migrants and Displaced Persons Behind: Integrated Development Approaches to Migration and Displacement among the Urban Poor in Asia and the Pacific”. These countries have been chosen based on complex, diverse mobility patterns, rapid urbanization, and high exposure to climate events and change.

As part of the inception period through 2021, this research project aims to look at the complex relationship among urban migration and human displacement, climate change, disaster resilience, and inclusive development in targeted informal urban settlements in two Metro Manila cities that will be defined later on. Research findings shall shape the Philippine component of this regional intervention and contribute towards the outcome-level result for the programme, which is “The resilience of migrants, displaced people, and host communities in informal urban settlements to shocks and crises is strengthened.” Strengthened resilience is understood as an enabler of broader development processes, and in support of this outcome, the following key resilience dimensions have been identified for prioritization namely:

  • Improved livelihoods;
  • Enhanced urban planning/development, including access to health and other key services;
  • Strengthened social cohesion; and
  • Upgraded adaption to/mitigation of disasters, climate events, and change.

While delivering these resilience dimensions, the programme emphasizes cross-cutting attention to demographic characteristics (e.g., gender and age, with a focus on the youth), noting the disproportionate impacts they experience and the role they can place in the space.

The purpose of this research is to support the establishment of the evidence base on the socio-economic, health, environmental, resilience, and other development challenges and needs of (a) migrants, (b) displaced individuals, and (c) marginalized host communities in selected informal urban settlements in two Metro Manila cities.

Research findings shall help inform pilot projects to be delivered within the inception period and broader resilience-building policy and programming interventions by partner local and national governments and other development partners.

The research identified two study sites, Barangay Coloong, Valenzuela, and Pook Palaris in University of the Philippines (UP), Diliman, Quezon City.

 

Research Approach

The project shall engage a National Researcher and a Consultant for DevLIVE+ Implementation. The research shall be conducted in five (5) phases: data collection: desk research, DevLIVE+ development, data collection: field work, data processing and validation, and data analysis. As shown in the figure below, the hired National Researcher is assigned to do phases 1, 3, 4, and 5 while the Consultant for DevLIVE+ Implementation shall perform phases 2, 3, and 4 of the research. The DevLIVE+ will only be implemented in the University of the Philippines, Diliman, Quezon City.

Development through Local Indicators and Vulnerability Exposure Database (DevLIVE+) is one of the tools to be implemented in the study. It is a system and a tool that is used to collect, organize, visualize and manage baseline data and information on the household, building structures and production areas for monitoring access to and delivery of basic services, assessing vulnerabilities and exposures to hazards and risks, and creating development pathways toward sustainable and progressive communities. It was developed as an expansion of the Climate and Disaster Exposure Database (ClimEx.db) from the United Nations Development Programme, Australian Government, and Climate Change Commission’s Resilience and Preparedness toward Inclusive Development (RAPID) program which is focused as an exposure database.

The DevLIVE+ generates socio-demographic profiles, not only at the municipal or barangay level, but up to the household level. It also provides disaggregated data by sex, age, work, educational attainment, or spatial location through charts, lists or even map locations that would facilitate analysis in crafting the local land use and development plans. Considering that significant socio economic indicators can be captured related to access to basic services among others, local decision makers have found the tool essential in resource allocation, prioritization of barangays and delivery of services, or justify their programs, projects and activities using the DevLIVE+ to improve the conditions of communities who are either most vulnerable, left behind, or lacking in access to government services.

Governance and Accountability

  1. Overall direction and guidance shall be provided by the UNDP Team Leader for Climate Action Programme while day-to-day supervision shall be performed by the UNDP Recovery and Resilience-building Project Manager, with whom all outputs shall be submitted and through whom all communications shall be coursed or copied.
  2. Though the Consultant’s outputs and deliverables shall be reviewed, quality assured, and accepted in consultation with the consortium or its key members, this contract is executed and managed under the operations policies and procedures of UNDP. The Recovery and Resilience-building Project Manager shall formally accept outputs and cause the processing of payments.
  3. The Consultant is expected to provide his/her own laptop for the work requirement. S/he will be provided with desk space and access to office facilities and equipment. S/he will also be supported by UNDP staff for administrative and logistic requirements, as necessary.
  4. The consultant may propose alternate working days only if it would not exceed 57 person-days over the four-month duration of the contract. 
  5. The proposed working days should be properly explained in relation to the execution of the workplan. 
  6. The UNDP Climate Action Programme will review and give comments on outputs for a maximum of four (4) person-days after output presentation (or submission if a presentation is not necessary).

 

Duration of Work

  • It is estimated that the work shall involve a total of fifty-seven (57) person-days of combined effort spread over approximately four (4) months, excluding the period for output reviews and approvals equivalent to four person-days per deliverable (total of 16 days). The target start of work date is March 2022 and the maximum end date is July 2022, unless revised in a mutually agreed upon timetable between the Consultant and UNDP.

 

Duty Station

  • The duty station is in Metro Manila, with planned field works (e.g., data collection, survey administration, interviews) in target informal urban settlements in the University of the Philippines Diliman, Quezon City.
  • For accessibility and availability to allow for discussions and reporting on the progress of activities, regular online meetings shall be conducted.
  • Considering the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Contractors shall be done within the guidelines and protocols set by the local and national government.
  • The consultant will not be required to report to the office on a daily basis

 

Scope of Price Proposal and Schedule of Payments

  1. The Consultant should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified in Sections D and E. The total amount quoted shall include all costs components required to deliver the services identified above, including professional fees (daily fee X number of person-days)  and any other applicable costs such as health insurance, Covid test results prior to the field work, communications, transportation, and accommodation, etc. Travel, as deemed relevant by UNDP and compliant with government guidelines on community quarantine, will be arranged and paid for by UNDP and should not be included in the financial proposal.
  2. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the contractor must be ready to submit proof of insurance valid during contract duration.
  3. The contract price will be fixed output-based price. Any deviations from the output and timelines will be agreed upon between the Contractor and UNDP.
  4. Payments will be done upon satisfactory completion of the deliverables by target due dates. Outputs will be reviewed and certified by the Team Leader, Climate Action Programme, UNDP prior to release of payments as follows:

Description of Responsibilities :

Objectives of the Assignment

The purpose of this DevLIVE+ implementation is to provide a socio-demographic profile of the study site (UP Diliman, Quezon City) to the research being conducted by the National Researcher on Urban Migration and Human Displacement, Climate Change, Disasters, and Resilience.

DevLIVE+ shall provide disaggregated demographic characteristics of the project site's informal settlements, such as gender and age. The data profile to be collected shall help improve the research by better understanding the study site's context for good quality situation analysis.  To achieve this, UNDP is enlisting the services of a Consultant to enhance the DevLIVE+ module and deploy data collection and visualization of the DevLIVE+ in study site.

 

Scope of Work and Outputs

The Individual Consultant shall perform the following:

  1. Mapping of the available data sets from the identified project site for integration to the DevLIVE+ data dashboard.
    1. Conduct scoping of existing local data and databases that can be relevant for profiling of the project area, in coordination with Climate Action Programme; and
    2. Collaborate with the National Researcher on Urban Migration and Human Displacement, Climate Change, Disasters, and Resilience on the suggested data or database that can be integrated into the data dashboard.
  2. Review and revise/customize the existing modules of DevLIVE+ and its implementation processes, in consultation with the UNDP Philippines DevLIVE+ Focal;
  3. Prepare and orient the community (key stakeholders) about DevLIVE+;
  4. Conduct geotagging of survey elements using GPS device;
  5. Conduct digital survey enumeration (household level) using the ODK-based DevLIVE+ mobile app in four communities (estimated number of residents: 10,000-11,00) in UP Diliman;
  6. Process the data collected using the Qlik data platform of the DevLIVE+;
  7. Conduct data cleansing;
  8. Validate the collected data with the key stakeholders.
  9. Assist the project’s National Researcher on Urban Migration and Human Displacement, Climate Change, Disasters, and Resilience with the collected data using DevLIVE+.

The estimated levels of effort, which also includes preparation and actual activities, identified above are indicative and may be adjusted based on the situation and needs, but with prior decision by UNDP. The existing training manuals and modules of the DevLIVE+ will be shared with the Consultant as a guide, which he/she could modify for the project.

Qualifications :

The Offers received will be evaluated using a combined scoring method - where technical proposal will be weighted 70 points and combined with the price offer which will be weighted  30 points. 

The CV  will be reviewed using the criteria in the table below. Only offerors who will obtain a minimum of 70% or 49 out of 70 obtainable points  will be shortlisted and considered for evaluation of financial proposal.
