The Senior Procurement Executive (SPE) for the National Geospatial-Intelligence Agency (NGA), as the Contract Review Board (CRB) Chair, gave approval on December 20, 2018 to increase the Kalypso contract (HM0476-16-C-0042) ceiling authority from $136.7M by $149.6M to $286.3M in order to re-baseline the scope for Option Years Three (3), Four (4) and Five (5).  The rationale for this authority is cited under FAR 6.302-1(a)(2)(iii)(B) - Only one responsible source and no other supplies or services will satisfy agency requirements without unacceptable delays in fullfilling the agency's requirements.  As a explained in the Justification & Approval (J&A), NGA is faced with a tight schedule to integrate new mission capabilities by critical milestone dates.  Additionally, the Government believes that shifting to another contractor at this time will result in a substantial duplication of cost that is not expected to be recovered through competition (see FAR 6.302-1(a)(2)(iii(A)).  In parallel and as a condition of approving an increase to the Kalypso contract's ceiling authority, the responsible program office must begin pre-acquisition planning now for a future competition with an anticipated timeframe of award anticipated for late fiscal year 2020.  Further details about this contract change will be available in the upcoming signed J&A is expected to be posted on the Classified Acquisition Resource Center (IC-ARC).  Further, the program office has been directed to look at opportunities to leverage other NGA contracts in order to minimize the amount of work being sole-sourced under Kalypso.  Please note that COMPASS is not part of the approved ceiling authority.
