  Invitation for Bids Date: 13 January 2022 Loan No. and Title: Loan 3793-INO: Emergency Assistance for Rehabilitation and Reconstruction (EARR) Contract No. and Title: CW WSD Zone 3-4: Construction Distribution Pipe and House Connection Zone 3 & 4 at Palu City (Package 3) Deadline for Submission of Bids: 8 February 2022; 10:00 hours (Central Indonesian time) 1.     The Government of the Republic of Indonesia has received financing from the Asian Development Bank (ADB) toward the cost of Emergency Assistance for Rehabilitation and Reconstruction (EARR) Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.   2.     The Central Sulawesi Human Settlement Agency, Directorate General of Human Settlements, Ministry of Public Works and Housing (“the Employer”) invites online bids/tenders from eligible Bidders for the Construction Distribution Pipe and House Connection Zone 3 & 4 at Palu City (Package 3) (“the Works”).  3.     Open Competitive Bidding (National advertisement) will be conducted in accordance with ADB’s Single-Stage: One Envelope bidding procedure and is open all Bidders from eligible countries as described in the Bidding Document.   4.     Multiple Contracts: This work package (Works for Construction Distribution Pipe and House Connection Zone 3 & 4 at Palu City) is being procured simultaneously with another work package (Works for Construction Distribution Pipe and House Connection Zone 1 & 2 at Sigi Regency) under this project, thus can be treated as multiple contracts. If a Bidder submits several successful (lowest evaluated substantially responsive) bids, the evaluation will also include an assessment of the Bidder’s capacity to meet the following aggregated requirements as presented in the bid:  ●     At minimum, the Bidder must have an Average Annual Construction Turnover of IDR 376,893,333,000 or its equivalent amount in other currency, calculated as total certified payments received for contracts in progress or completed within the last three (3) years. For a Joint Venture Bidder, All Partners Combined must meet the required amount, Each Partner must meet IDR 94,223,333,000 and One Partner must meet IDR 150,757,333,000. ●     Financial Resources: Using the relevant Forms FIN-3 and FIN-4 in Section 4 (Bidding Forms), the Bidder must demonstrate access to, or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payment to meet: (i) Cash flow of IDR 47,111,666,000 and (ii) The overall cash flow requirements for all subject Contracts and its current works commitments. ●     Equipment to be allocated: The proposed key equipment with relevant timely acquisition (own, lease, hire, etc.) shall be adequate for the execution of all subject contracts. Each package shall have its own equipment and it is not allowable for the same equipment to be used for both packages. ●     Personnel to be fielded: The position and number of proposed key personnel must meet for all subject contracts. Each package shall have its own personnel and it is not allowable for the same person to be hired for both packages.   5.     Only eligible Bidders with the following key qualifications should participate in this bidding:  ●     Minimum average annual construction turnover of IDR 234,090,000,000 calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2018-2020); ●     Participation in at least one (1) contract that has been successfully completed within the last ten (10) years (2010-2020) and that is similar to the proposed works in pipe installation related to water resources or water supply development or sewerage lines where the value of the Bidder’s participation exceeds IDR 140,454,400,000; ●     For the above or other contracts executed during the period stipulated above, a minimum construction experience in the following key activities:--    Installation of HDPE pipes, open trench for water supply with diameter up to 630 mm, and minimum length of 5,200 m;--    Installation of HDPE with minimum OD 160 mm using horizontal direct boring/drilling; --    Installation of House Connection with minimum quantity of 5,600 connection.  The qualification criteria are more completely described in the Bidding Document.  6.     To obtain the Bidding Document, interested Bidders should download from the website  (SPSE 4.4): https://lpse.pu.go.id/eproc4/lelang/77968064/pengumumanlelang   7.     This is an online bidding where only e-Tender (e-bid) will be accepted through SPSE (Government’s e-procurement platform) and no offline/hard copies will be accepted. To obtain further information and to submit e-Tender for this works package bearing e-tender ID no. mentioned above, registration in the SPSE e-Procurement platform (https://lpse.pu.go.id/eproc4/) is required. The guideline to register in the SPSE is available at the above platform.  8.     If any query pertaining to registration or access to Bidding Document or technical issue to submit the bids, the Bidders may contact PUSDATIN email address at   helpdesk.spse@pu.go.id, copied to the procurement committee email address at pokjaadbsulteng@gmail.com. Bidders are encouraged to register early to enable careful study of the Bidding Document and avoid last minute submission of the bids.  9.     The deadline for submission of e-Tender (bids) is on 8 February 2022 at 10:00 Central Indonesian Time. Late bid submission will be automatically rejected by the SPSE system.   Please deliver your bid through the above SPSE platform, together with a bid security as described in the Bidding Document. The original bid security can be submitted directly or sent via document delivery services. Electronic bid opening procedure shall be as follows:  The Employer shall download and open all Technical and Financial Proposals submitted in pdf format by the Bidders through SPSE by the prescribed deadline above.
