REQUEST FOR EXPRESSION OF INTEREST Georgia Project Name: Georgia I2Q- Innovation, Inclusion and Quality Project No.168481 Assignment Title: Developing General Education Infrastructure and Physical Environment Standards for General Education Institutions (schools) of Georgia Contract/ RFP No: GE-MESCS-231735-CS-CQS   Georgia has received financing from the World Bank towards the cost of the Georgia I2Q- Innovation, Inclusion and Quality Project and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project.   The Project consists of the following key components: Component 1- Improving Quality of and Access to Early Childhood Education and Care: Support to facilitate expanded access to quality pre-school education in selected pre-schools.   Component 2 – Fostering Quality Teaching and Learning in General Education: Support to provide a learning environment that is conducive to quality education in selected general education schools.   Component 3 – Strengthening Financing Options and Promoting Internationalization in Higher Education: Support to improve the quality and international competitiveness of higher education.   Component 4 – System Strengthening and Stakeholder Communication: Support to facilitate a shift in attitude towards learning.   Component 5 – Supporting Project Management, Monitoring, and Evaluations: Support capacity building for effective management and monitoring of the Project including provision of Operating Costs, Training, outreach and awareness campaigns, consulting services, M&E and, Project audits for (a) Project Management Team (PMT); and (b) Project Management Unit (PMU). The Project will be implemented over a six-year period by the Ministry of Education and Science of Georgia (MES) and its subordinate government agencies and by the Municipal Development Fund of Georgia (MDF). The Project Management Unit (PMU) created within MES supports the implementation of the Project’s tasks above. The Project Management Team (PMT) created within MDF supports implementation of the separate component aimed to improve the relevant infrastructure and rehabilitate schools under the Project overall objectives.   The Ministry of Education and Science of Georgia (MES) now invites Consulting Companies (here and after “Consultants”) to express their interest in providing the following services: Developing General Education Infrastructure and Physical Environment Standards for General Education Institutions (schools) of Georgia.   Overall goal of consultancy is to support the Ministry of Education and Science of Georgia (MES) in developing Infrastructure and Physical Environment Standards (IPE) for general education institutions. In close collaboration with the Project Management Unit, the consulting company will be responsible for developing General education, Infrastructure and Physical Environment Standards that shall also accommodate pre-school classes in close cooperation with ESIDA and MDF. The standard should specify minimum requirements for mandatory application as well as recommendation part that will be applicable considering different needs (geographic, climate, school size, number of students, education level etc.).  The standards developed shall employ the best practices for the construction of a new buildings for an appropriate level of general education (primary, basic, secondary), considering geographical diversity as well as country’s economy and resources.  Primary school standards should include   space and arrangements for accommodating the preschool education classes. Consultant must consider characteristics of the small schools and submit best solutions for mandatory and recommended spaces/facilities, including preschool education. All standards (primary including pre-school classes, basic and secondary) for education infrastructure should take into the account geophysical and climatic conditions of Georgia. Therefore, it is expected that minimum requirements and recommendations will be diversified and will reflect needs of small contingent, high mountainous and urban type schools. School infrastructure standards must be aligned with the all applicable regulations of the Georgian government and EU best practices of regulations related to school building specifications such as the number of square meters per child, ceiling heights, natural light per square meter, noise level, etc. It’s recommended to focus on regulations developed for Denmark, Sweden, Norway, Finland, Slovenia, etc. The standards and designs must support the creation of innovative spaces in schools as the “Third learning environment”. Structural design and construction standards need to be aligned with the applicable EU codes (Eurocodes) which are currently in process of being adopted in Georgia. Energy efficiency aspects of the IPE standards need to be developed by considering relevant international standards.      The detailed Terms of Reference of the assignment is available at the following link: https://www.dropbox.com/sh/1nkjjzkuuhxhu8p/AAAUMVhM5LL_6-k1N11p3ARva?dl=0   The shortlisting criteria for Consulting Companies are: General Experience: The company should have experience in development of standards/regulatory acts in the field of construction. Specific Experience:   preparation of detailed design/architectural projects for construction of general educational institutions, considering the educational institutions’ program/curriculum requirements (assignments implemented during the last 10 years). Desired: Development of standards for construction of educational institutions.   Lump-sum contract will be signed with successful Consultant for the duration of 20 months, including 12 months for revisions during the design stage as well as time needed for the Client to approve the submitted reports. The assignment is expected to be commenced in June 2021.    Consultants may form an association to enhance their qualifications or for local support. Please take into account that form of association acceptable for the World Bank is either sub-consultancy or Joint-Venture and submission must clearly indicate the nature of the association.  The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the company.   Interested companies shall provide information demonstrating that they have the necessary experience to perform the aforesaid services. Expressions of Interest should cover, but not limited to: Experience relevant to the project activities, key staff resources and qualification, corporate profile. Experience in the projects relevant to the assignment should be submitted in the Form N1 on the following link: https://www.dropbox.com/sh/1nkjjzkuuhxhu8p/AAAUMVhM5LL_6-k1N11p3ARva?dl=0   The consultants are strongly advised to limit their Expression of Interest to 20 pages. Company brochures may be included as an Annex, and will not be affected by the limit of 20 pages.    Note: The MES reserves it’s right to verify submitted references and use obtained information for evaluation purposes.   The attention of interested Consultants is drawn to paragraph 3.14 “Conflict of Interest” of the World Bank’s Guidelines: World Bank’s “Procurement Regulations for IPF Borrower, July 2016 revised August 2018”, setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract.
