                                                                                     REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES)   ZIMBABWE   Tax and Accountability Enhancement Project (TAEP)   CONSULTANCY SERVICES (FIRM): DEVELOPMENT OF TRAINING MODULES FOR PARLIAMENT OF ZIMBABWE AND FACILITATION OF TRAINING OF TRAINERS (TOT) FOR PARLIAMENTARY STAFF   Sector: Governance | Financing Agreement reference: 21 00 155040633 | Project ID No.: P-ZW-KF0-012   The Government Zimbabwe received financing from the African Development Fund (ADF), to finance the Tax and Accountability Enhancement Project (TAEP),  and intends to apply part of the agreed amount for this grant to payments under the contract for the Development of Training Modules for Parliament of Zimbabwe and facilitation of Training of Trainers (TOT) for Parliamentary staff. The services included under this project are; i) Prepare an inception report outlining the consultants’ understanding of the task and the proposed methodology to undertake the consultancy). ii) Develop a training program/curriculum for the proposed training modules and key training material (Training Manual for facilitators and lesson plans). iii) Facilitate a training of trainers’ workshop of the selected master trainers in Parliament for the effective use of the training modules. iv) Coach the master trainers in training courses and give feedback to them so that they can conduct training workshops afterwards. The estimated period of execution is 20 days. The Parliament of Zimbabwe now invites eligible firms to indicate their interest in providing these services; to develop curriculum content and training modules in the areas of Media Liaison, Diplomatic Etiquette and Protocol, Monitoring and Evaluation, Illicit Financial Flows and Budget Analysis, and capacitate master trainers who will continuously run the training program using the course modules developed by the consultancy.   Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, registration certificates, etc.). The assignment requires a consultancy firm with prior experience in developing training modules and facilitating trainings. g A good understanding of governance issues in Zimbabwe. Is an added advantage. Consultants may constitute joint-ventures to enhance their chances of qualification.   Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” October 2015, which is available on the Bank’s website at http://www.afdb.org.
