The Government of Malawi has receivedfinancing from the World Bank toward the cost of the Digital Malawi Program Phase I: Digital Foundations Project and intends to apply part of the proceeds toward payments under the contracts for the Upgrade and Installation of Local Area Network (LAN) in selected Government Buildings in Lilongwe (Parliament and Capital Hill).
The Public Private Partnership Commission now invites sealed Bids from eligible Bidders for the provision of national network connectivity as follows:

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers July 2016 Revised November 2017; August 2018 and November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
Interested eligible Bidders may obtain further information from the Public Private Partnership Commission and inspect the bidding document during office hours 08:00 to 16:00 hours at the address given below at 9(a).

Replies to clarifications requested by bidders will not be emailed directly to bidders. All responses to clarifications will be posted in the above link on the PPPC and PPDA websites and bidders are solely responsible for monitoring the websites during the bidding process for all clarifications/amendments with respect to this IFB.
Bids must be delivered to the address below in 9(b) on or before 16th March 2022, 10:00am Local Time. Electronic Bidding will not be permitted. Late Bids will be rejected.
Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 9(c) on 14:00hrs. In view of COVID-19, the public opening will also be live streamed and video recording will be posted for viewing through the PPPC’s website: www.pppc.mw
All Bids must be accompanied by a Bid-Securing Declaration using the form provided in the bidding document.
