Assignment Title: PROVISION OF CONSULTANCY SERVICES FOR SYSTEM DESIGN AND IMPLEMENTATION SUPPORT FOR THE NATIONAL ICT STATISTICS MANAGEMENT INFORMATION SYSTEM (NISMIS)

  1. This request for expression of interest follows the General Procurement Notice for Ministry of Information, Communication and Information Technology that published through STEP on November 2nd, 2021 and TANePS on August,17th,2021
  2.  The Government of the United Republic of Tanzania through the                Ministry        of Information, Communication and Information Technology     (MICIT) has          received financing from the World Bank towards the cost       of the Digital           Tanzania Project (DTP) and intended to apply part of     the proceeds for            Provision of Consultancy Services for System Design and Implementation         Support for the National ICT Statistics Management Information Systems            (NISMIS)

3. The consulting service aiming to design and provide implementation support for the development of an electronic system for compiling a comprehensive dataset of all ICT statistics which will be from the results of the operational activities that are implemented by public institutions, businesses and other players. The assignment is expected to be implemented within a period of five (5) months from the start date of assignment.

4 .The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https.dtp.mawasiliano.go.tz,  The Consultants will be required to register on the TANePS to able to participate in this selection process. All requests for clarification should be sent through TANePS and the Client will send Responses to Clarifications and Amendments through TANePS - https://www.taneps.go.tz and email notification will also automatically be sent to those Consultants who have started working on this Request for Expression for Interest. The Consultants would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

5. The Ministry of Information, Communication and Information Technology (MICIT) through Digital Tanzania Project (DTP) now invites eligible consulting Firms to express their interest in providing the above mentioned services. Interested Consultants should provide information demonstrating that they have required qualifications and relevant experience to perform the Services. The shortlisting criteria shall include but not limited to i) Core business of the firm and the number of years in business (ii) Experience of similar assignment in the field which shall include but not limited to in-depth skills and capacity in developing  digital economy strategies(Name and Contact address for clients served should be indicated (iii) Experience of having worked in Similar Conditions or similar environment iv) Technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CV’S of staff since key experts will not be evaluated at the shortlisting stage)

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November, 2020 -Fourth Edition setting forth the World Bank’s policy on conflict of interest. A Firm intending to submit an expression of interest should not have a conflict of interest and unfair competitive advantage as per Bank's Procurement Regulations

7. Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. For firms participating in a JV, each member of the JV should independently meet the requirement of EoI criteria. For firms participating as association of lead and sub consultant, only the experience and qualification of lead firm will be assessed as per EoI criteria

8. A Consulting Firm will be selected in accordance with Quality and Cost Based Selection Procedures (QCBS) set out in the World Bank Procurement Regulations for IPF Borrower dated November, 2020 (Fourth Edition).     

9. Interested consultants may obtain further information at the address below during office hours from 9:00 to 17:00 hours, Monday to Fridays inclusive, except on public holidays.

10. Expression of Interest marked “PROVISION OF CONSULTANCY SERVICES FOR SYSTEM DESIGN AND IMPLEMENTATION SUPPORT FOR THE NATIONAL ICT STASTICS MANAGEMENT INFORMATION SYSTEM (NISMIS)” in and written form to the address below and should be submitted through Tanzania National Electronic Procurement System (TANePS),(www.taneps.go.tz) on or before 31st May,2022 at 14:00 HRS. The Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process. Expression of Interests will be opened promptly thereafter through TANePS.
