DVSA is looking to award a new contract for the licensing of access to suitable legislation information services for up to a 3-year period (though we reserve the right to award for a 2-year period, only).
Up to 25 licences are required, 23 of which will be for legislation only and 2 for legislation and an online resource providing comprehensive, authoritative, up-to-date and consolidated legislative information on all aspects of UK road traffic law and practice.
The key requirements are:
a) online provision of web-based access to a repository of all UK and EU-wide legislation, both primary and secondary, as made by the Westminster and European parliaments, both historical and as currently in force
b) online provision of web-based access to a repository of all legislation, both primary and secondary, as made by the Scottish Parliament and the National Assembly for Wales, both historical and as currently in force
c) online provision of both the legislation (act/statutory instrument (SI)) as made and the consolidated version so that we can check the extant legislative provision
d) online resource providing comprehensive, authoritative, up-to-date and consolidated legislative information on all aspects of UK road traffic law and practice
e) online case law
f) for all of the above to be searchable by full or part reference to the act/SI title, the year and key words
g) the facility to print and download the returned information either by legislation (act/SI) original or consolidated version, and in full or by section
h) prompt incorporation of new and/or amended legislation to the repository of available information.
i) licensed materials that are easy to navigate and 'user friendly' - even for new users
j) a responsive DVSA account management service
k) an efficient administrative capability that works to support the customer
We will be looking to run the procurement in the first half of June 2022.
