Assignment Description Goal: To support the Government of Tunisia on decarbonizing its transport sector by developing a high-level e-bus deployment roadmap Background: The Government of Tunisia has ambitious renewable energy target as part of its intended nationally determined contribution (INDC) and developed the Sustainable Cities 2050 strategic program, which focuses on studying the sustainable development needs of cities and investing in pilot programs for urban development. With regard to transport, Tunisias National Transport Master Plan for 2040 establishes a vision for a global, integrated, and coordinated transport system which contributes to sustainable development and meets the needs of the population. Tunisia requested international financing and technical support to operationalize their visions. In particular, deploying e-buses in cities and photovoltaic self-production installations for ports. In line with its National Transportation Master Plan 2040, and to achieve the INDC and other sustainable goals, Tunisia must implement its transport sector decarbonization. The energy consumption of transport sector in Tunisia is estimated at 32% of final national energy consumption. According to the National Agency of Environmental Protection, Tunisian public transport would be responsible for at least 30% of the emissions of CO and NOX. Berthed ships and ports in Tunisia are also a large polluters with a high dependency on fossil fuel. There are multiple challenges in replacing the bus fleet with electric buses in Tunisia. It includes lack of a coordinated national strategy in the EV deployment, dependency on fossil fuels for the grids and limited renewable energy integration, limited knowledge and accessible finance to enable e-bus pilots in cities, limited incentives for the bus operators, lack of required charging infrastructure, and many others. On the other hand, with appropriate interventions, E-Mobility presents opportunities to transform both the energy and transport sectors, develop more resilient infrastructures, and create social, environmental, and economic opportunities including jobs. In the long-term, supporting an E-Mobility future will require large-scale deployment of EV-charging infrastructure and potential upgrades to electricity generation and greening, transport network, and utility distribution grid infrastructures including renewable energy where possible, along with the need for new green skills to cater to the growth of new jobs in this industry. Scope: Exploration of methods to replace the current fleet of buses with electric buses a. Support Ministry of Transport (MOT) on a high-level roadmap for deploying electric buses: this activity will assist the MOT to identify the gaps and suggest the immediate next steps for e-bus deployment at the national level and municipal level. Coordination with other stakeholders is required to fully unlock the potential of transforming both the transport sector and energy sector including considerations of private sector participation. b. Built on the above activity, identify pilots in Tunis or other cities (which shows high potentials for e-buses operations): It includes developing criteria for pilot selection and monitoring, stakeholders mapping at the city level, preliminary concept design of one pilot to assist the government to access future financing. Estimated Timeline: the project will be kicked off after signing the contract (estimated Jan-Feb 2022) and the final delivery will be around September-Nov of 2022.
