SELECTION FOR CONSULTANTS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSIONS OF INTEREST Electronic Submissions through World Bank Group eConsultant2 https://wbgeconsult2.worldbank.org/wbgec/index.html ASSIGNMENT OVERVIEW Assignment Title: 1277356- Research on Local-level Climate Adaptation and Governance of Landscape Management Assignment Countries:- Indonesia ASSIGNMENT DESCRIPTION The World Bank is seeking the services of a firm to conduct research on drivers of local behavior and decisions on natural resource management. The Bank is supporting the Government of Indonesia to adopt a landscape management approach, within which various stakeholders and resources are mobilized to improve livelihoods, protect biodiversity, reduce deforestation and carbon emissions, and foster economic growth. As part of this agenda, the Bank aims to explore the role of local governance factors in shaping natural resource management in Indonesia. Specifically, i) how community leaders influence changes in local livelihoods and resource use; ii) how village government officials navigate conflicting natural resource management incentives; and iii) facilitated communication of scientific data on climate change vulnerability through community-driven development processes affects local development priorities. SCOPE OF WORK 1. Conduct case studies (qualitative research) on the role of community leadership and local government in village-level sustainable natural resource management. 2. Conduct a test of various methods of facilitating the communication of information on localized vulnerabilities to the impacts of climate change in community-driven development processes, and the impacts of various methods on preferences for development spending (quantitative and qualitative methods, utilizing a quasi-experimental research design). All outputs prepared under these activities will be targeted toward a research and a policy audience and will be prepared with a view to inform decision making by different parts of the public sector, including MOHA, MOV and other agencies as needed. The consultancy activities shall be carried out consistent with the World Banks ESF and upholding high standards of safeguards and research ethics. Specifically, the firm will obtain necessary approvals, protect human subjects, obtain informed consent, ensure confidentiality, and be transparent about ownership of the data collected through this research. FIRM QUALIFICATION REQUIREMENTS The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. a. Firms should demonstrate experience in similar assignments and activities, in particular in rural areas; b. Firms are required to demonstrate the ability and capacity to design, manage and implement a field survey and interviews; and to verify and analyze findings; c. The firm should have a legal status as a company; d. Experience with field research, in-depth interviews, concept prototype, concept testing, interaction design, synthesis and behavioral insight; e. Experience in recruiting, training and managing field teams, particularly in-depth questionnaires and observational assessment; f. Demonstrate prior experience in similar assignments as part of the core business of the firm, and ongoing implementation capacity; g. Have substantial field work experience in sustainable natural resource management and with communities, government agencies, and private sector operators in developing countries and in Indonesia in particular; h. Demonstrate strong knowledge of national legislation and policy framework for natural resources management in Indonesia; i. Have fluency in both English and Bahasa Indonesia. The lead team experts will be fluent in English with excellent written and oral communications skills, while fluency in Indonesian among team members will be required; j. Have the capacity to quickly begin the assignment directly after the signing of the contract; A shortlist of qualified firms will be formally invited to submit proposals.
