The HBA certification core/specialty training curriculum has been created for VHA Health Benefit Advisors (HBA) to provide quality training on the knowledge and processes the advisors will use in performing their job. The HBA core/specialty curriculum includes a total of 16 modules representing 20 hours of learning. The content owner of these modules has requested a revision and re-design of the training. The goals are: 1. Edit the content to ensure the most updated current policies and procedures are reflected in collaboration with VHA HBA SME’s, and 2. Instructionally redesign the HBA curriculum to meet program requirements while making
them more engaging and interactive.


EES eLearning has been working collaboratively with HBA content owners and Subject Matter Experts (SME’s) to revise and update the 16 HBA training modules. Currently the governments Instructional Designer (ID) re-designed modules 1-3, developed the objectives and consolidated the 16 HBA Modules into 1-hour modules. Modules 1-3 are completed. The contract ID will redesign
revised content for Modules 4-10 as represented in section 2.0. The TLO’s and ELO’s are available and approved for the consolidated 10 modules.
