21.Selection criteria:
The following selection criteria will be applied to candidates. In the case of applications submitted by a consortium, these selection criteria will be applied to the consortium as a whole unless specified otherwise. The selection criteria will not be applied to natural persons and single-member companies when they are subcontractors:
1) Economic and financial capacity of candidate (based on item 3 of the application form). In the case of the candidate being a public body, equivalent information should be provided. The reference period which will be taken into account will be the last 3 years for which accounts have been closed:
1.1. the average annual turnover of the candidate over the last 3 financial years for which accounts have been closed must exceed 750 000 EUR;
1.2. current ratio (current assets/current liabilities) in the last year for which accounts have been closed must be at least 1. In case of a consortium this criterion must be fulfilled by each member.
2) Professional capacity of candidate (based on items 4 and 5 of the application form). The reference period which will be taken into account will be the last 3 years from the submission deadline:
2.1. at least 5 staff currently work for the candidate in the fields related to this contract, namely: road engineering, road construction technical assistance, management of road funds, programming and planning of road maintenance, road safety, road material engineering, logistics, field investigation, monitoring, research or data analysis in the transport sector;
2.2. at least 2 staff working for the candidate this year (2017) in the fields related to this contract are permanent.
3) Technical capacity of candidate (based on items 5 and 6 of the application form). The reference period which will be taken into account will be the last 3 years from the submission deadline:
3.1. the candidate has provided services under at least 2 contracts in the field of road engineering, road construction and road asset management, such as management of road funds, programming and planning of road maintenance, road safety, logistics, road material engineering, field investigation, monitoring, research or data analysis methodology in the transport sector, implementation of rural roads projects which were implemented at any moment during the reference period: 9.11.2014 until 8.11.2017;
3.2. at least 1 of the contracts as per point 3.1 must have a budget of minimum 1 000 000 EUR (candidate's share in the project).
Previous experience which caused breach of contract and termination by a contracting authority shall not be used as reference.
An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must in that case prove to the contracting authority that it will have at its disposal the resources necessary for performance of the contract, for example by producing a commitment on the part of those entities to place those resources at its disposal. Such entities, for instance the parent company of the economic operator, must respect the same rules of eligibility — notably that of nationality — and must fulfil the same relevant selection criteria as the economic operator. With regard to technical and professional criteria, an economic operator may only rely on the capacities of other entities where the latter will perform the works or services for which these capacities are required. With regard to economic and financial criteria, the entities upon whose capacity the tenderer relies become jointly and severally liable for the performance of the contract.
If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the applications of these candidates must be re-examined to identify the 8 best candidates. The only factors which will be taken into consideration during this re-examination are (in order of priority):
1) the highest number of projects in criterion 21.3)3.2;
2) the highest number of projects in criterion 21.3)3.1.
