https://devbusiness.un.org/content/expert-provision-technical-assistance-improving-quality-assurance-system-primary-and REQUEST FOR EXPRESSIONS OF INTEREST Republic of North Macedonia Primary Education Improvement Project Loan No.: 9182-MK Assignment Title: Expert for Provision of Technical Assistance for improving the quality assurance system for primary & secondary education in the Republic of North Macedonia Reference No. MK-MES-246817-CS-INDV/040-21 The Republic of North Macedonia has received financing from the World Bank toward the cost of the Primary Education Improvement Project, and intends to apply part of the proceeds for consulting services/ Expert for Provision of Technical Assistance for improving the quality assurance system for primary & secondary education in the Republic of North Macedonia. The overall objective of the assignment is to provide technical assistance and support to the MOES and SEI in improving the quality assurance system (school self-evaluation and integral evaluation with focus on follow up evaluation as the most weak component of quality assurance process), existing School Performance Quality Indicators (SPQI) framework and bylaws for conducting school self-evaluation and school integral evaluation (revision of the quality performance indicators and fields of school assessment and all related bylaws) in order to modernize and synchronize the self-evaluation and the integral evaluation systems as well as provide advice for improving the SIP scheme, logistic and expert support in providing training (with focus on self-evaluation, integral evaluation, follow up evaluation report writing) for key players (school principals and key staff, SEI inspectors, school board members, municipality officials) in order to ensure uniformity in understanding of the SPQI framework as well as raise awareness about the importance of the quality improvement culture. Expected duration of the services is October 2021- February 2026. Interested Consultants should provide their letter of interest, CV and other relevant documents/information demonstrating that they have the following required qualifications and relevant experience to perform the Services: Advanced university degree in education, human development, public policy, sociology or other social science field; Minimum of 8 years of relevant work experience in the field of educational policies, which includes provision of consultancy and technical advice services to public institutions related to quality assessment and evaluation in education; At least 6 years of proven experience in the field of quality assurance in education (with focus on primary and secondary education), including development and implementation of the comprehensive quality assurance system (school self-evaluation, external evaluation (including inspection), evaluation of teachers and school leaders and student assessments; Demonstrated experience and knowledge in research approaches and methods; Previous experience in organizing and implementing large scale trainings for public servants, government officials; Proven analytical skills and ability to work with others to develop strategy into action and communicating and influencing this to a wider audience; Previous work experience in Western Balkan countries would be an advantage Excellent English writing ability and verbal skills for project proposals, reports, and communications.
