The Government of Pakistan has received financing from the International Development Association (IDA) toward the cost of Temporarily Displaced Persons- Emergency Recovery Project (TDP-ERP) and intends to apply part of the proceeds for consulting services, which shall be implemented by the Project Management Unit (PMU), Economic Affairs Division (EAD).

The consulting services (“the Services”) include Operational Review and Outcome Survey.  Economic Affairs Division (EAD) being apex body of the program intends to conduct two round of beneficiary feedback, two rounds of spot checks & process evaluation surveys and two rounds of beneficiary outcome survey to ensure independent monitoring and feedback on all implementing partners and maximizing quality of outputs and outcomes. Beneficiary feedback survey provides first-hand knowledge of the beneficiaries’ experiences, perceptions and expectation with this Government intervention in seven merged districts including South Waziristan, North Waziristan, Khyber, Khuram, Orakzai, Mohmand & Bajaur and four southern district of Khyber Pakhtunkhwa i.e. Dera Ismail Khan, Tank, Bannu & Lakki Marwat. Total 43 Citizen Facilitation Centers (CFCs) have been established in the area which provide a range of services (including LSG, CWG, NADRA registration, Civil Registration, e-Sahulat and other provided services) to beneficiaries of target districts.

The beneficiary feedback methodology for TDP-ERP involved carrying out visits to the localities where the beneficiaries were residing for conducting In-Depth Interviews (IDIs) through a structured questionnaire and holding Focus Group Discussions (FGDs) and Community Dialogues (CDs) to capture collective wisdom of the communities.

In addition to detailed monitoring of activities on a sample basis, Spot checks at CFCs are seen as a key mechanism to provide timely information on field level activities of TDP-ERP including assessment of provided services.

The Outcome Survey report describes finding of outcome survey taking into consideration various aspects of the project. Outcome Survey covering through two rounds, representative for project area at District and Program Level contains.

  • Livelihoods and well-being status of the returned TDP families
  • Estimate the consumption pattern and priorities of expenditure of potential beneficiaries
  • Estimate the possible outcomes on child health achieved through CWG interventions. A special study to find status of malnourished children referred to pediatricians by CFCs
  • Short survey/study to identify number of fully immunized children through TDP-ERP and vaccination stats in merged area districts. Also, data from different departments (e.g. EPI) to be correlated for efficiency and accuracy
  • Study related to low female child participation in CWG
  • Soil/ water testing to identify any soil/ water contamination caused due to disposal of medical waste

The Economic Affairs Division being an apex body invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services in seven selected districts of erstwhile FATA and four districts of KP separately. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The services of consulting firm will be required /hired to conduct two round of beneficiary feedback, two rounds of spot checks & process evaluation surveys and two rounds of beneficiary outcome survey in all selected districts. The short listing criteria are:

  1. Overall experience in the field of developing questionnaires and campaigns of Operations review survey, outcome survey and its implementation. (Marks: 50)                                                                                                                                          

1.1         Minimum seven (07) years of general experience of designing Questionnaires related to survey and its implementations. (Marks: 20)                  

1.2         Specific experience in beneficiary feedback, operations and outcome survey campaigns for development programs at the community level. (At least one assignment each completed). (Marks: 30)

2.     Involved in process evaluation campaigns. (Marks: 40)

2.1       Proven experience of at least seven (07) years being involved in process evaluation of same related project especially in rural areas. (Marks: 20)

2.2       Relevant Field Experience of at least two (03) year of working, preferably in KPK/erstwhile FATA regions or similar conflict sensitive areas of Pakistan. (Marks: 20)

  1. Report Writing Expert. (Marks: 10)

3.1          Proven experience in report writing skilled personal. (Marks:10)

The selected firm has to present NOC for newly merged district of KP within sixty days of contract award and if awarded firm is unable to provide the NOC, the implementing agency has the authority to award contract to second shortlisted firm and similarly even to the third firm.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection Method (QCBS) method set out in the Procurement Regulations.
