Finnish Environment Institute SYKE is undertaking a pre-survey salvage of a single wreck in Finnish territorial or EEZ waters during summer 2022. Using the information of the target wreck acquired during this survey, a call for tenders for salvage of oils from this wreck, to be undertaken during 2023, will be released later during 2022.

To achive this goal, SYKE is now releasing this call for tenders for consulting on oil removal from wrecks and as an option, should SYKE and Finnish Ministry of the Environment decide to go forward, consulting for developing and managing of actual salvage work for oil removal.

II.2.4)Description of the procurement:

The wreck is in Finnish waters, offshore conditions but shallows and skerries are found nearby. Depth is 50-70 meters. A more detailed description of the wreck can be found in Appendix 1. Actual pre-salvage work shall be undertaken onboard Finnish R/V Aranda, owned by SYKE, using onboard equipment including hydroacoustic equipment (SSS, MBES, Chirp, sub-bottom profiler) and sampling gear (for full equipment list, cf. appendix 2). Other required equipment, such as ROV’s etc., shall be acquired by bidder and included in the total price.

An important component of the pre-salvage work is for the bidder to provide instruction to SYKE personnel in conducting a pre-salvage survey. It is the aim of SYKE, in a long run, to be able to collect correctly composed information of multitude of wrecks in Finnish waters (Territorial and EEZ) in regard to oil removal operations. Therefore this instruction, and the ability for select SYKE personnel to closely follow every step of the survey planning and undertaking is essential, and estimated cost of this tuition should be included of the calculated cost.

The work required from a successful tenderer includes:

1) Scoping study, which is intended as a desktop-based evaluation and planning phase, where the field survey and acquisition of the required data is properly planned. This study shall select the most suitable survey methods for the target wreck and its’ location, provide full planning for the next stage (2) Scoping study must also identify all relevant risks involved in project phases, as well as strategies to mitigate them. The expected deliverable is a report that shall include the following:

• Overview of what is known of the vessel and circumstances of sinking

• Geotechnical considerations around the wreck

• Potential spill drift pattern considerations; identifying potential impacts as there is a nature conservation area nearby

• Assessment of potential hydrocarbon inventory remaining onboard and key data requirements for conduct of the site assessment

• Define survey scope and specification of assets / equipment

• Define survey schedule

2) Actual wreck pre-salvage survey, during which the survey planned in scoping study is carried out. Minimum delivarables of this survey are:

• A digital 3D model of the wreck, delivered through a suitable and generally available data portal

• A field survey report including

• Equipment used in survey

• Calibration values

• Full field log

Final report shall include:

• Structural assessment of the wreck

• Assessment of oil volumes remaining onboard and their location

• Proposed oil removal methods

3) Tuition and instruction for SYKE personnel in each step during phases 1) and 2). This shall include remote and, where applicable, live classroom sessions, hands-on instruction during actual pre-salvage operations onboard R/V Aranda. These phases include, but are not limited to following topics:

• Desk top study techniques in research of vessel, sinking and environment issues

• Planning of hydrocarbon content of the wreck, and damage control in oil spill situations

• Planning the survey scope, equipment and schedule

• Carrying out the actual survey, equipment usage, data collection techniques

• Composing reports of survey deliverables

• Completing the pre-salvage survey in a satisfactory manner

4) As an option to the pre-salvage work, a successful bidder shall include cost of consultation to scope the oil removal operational requirements and deliver the oil removal project, should it be decided to go on with actual salvage/oil removal of the target wreck. The scope of Phase 3) will be to assist SYKE with the salvage company procurement including assistance in the possible pre-procurement market consultation, procurement document drafting and reviewing, participation in evaluation phase of the procurement and assistance with the contract drafting, manage the offshore operations and ensure all necessary sign-off’s for completion are obtained. Deliverables for this phase of the project will include:

• The call for tenders for oil removal operations.

• Evaluation of tenders and completed contractual stage;

• Participation in offshore operations to assist SYKE to manage the operation and represent SYKE’s interests;

• Obtain all completion confirmation / certificates and review of contractor’s report post operations.
