D596- UG PROJECT ID NO: (P170466) The Government of Uganda through the Ministry of Water and Environment, National Forestry Authority, and Uganda Wildlife Authority has received financing in the amount of US$:148.2M (equivalent IDA Credit- $78.2M and IDA Grant- US$70) from the World Bank’s International Development Association toward the cost of the Uganda Investing in Forests and Protected Areas for Climate Smart Development (IFPA-CD), Project and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components Component 1 Improved management of protected areas: focusing on improving management of government-owned forests and wildlife Protected Areas to ensure they can continue to generate revenues and provide important environmental services Component 2 increase I revenues and jobs from forests and wildlife protected areas: focusing on increasing revenues and jobs from these forests and wildlife Protected Areas through targeted investments in tourism and productive forests. Component 3 Improved landscape management in refugee-hosting areas: focusing on establishment of greater tree cover in refugee-hosting landscapes on host community land outside Protected Areas, sustainable forest management and landscape resilience on private and customary land. The project will work in 18 districts in refugee-hosting areas in the Albertine Rift and West Nile regions and northern Uganda. Component 4 Project Management Support: which will support overall project management and monitoring Procurement of contracts financed by the World Bank will be conducted in accordance with the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting and Consulting Services, dated July 1, 2016 (revised in November 2017, August 2018 and November 2020), and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific Procurement Notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website as well as in the New Vision and Daily Monitor Newspapers in the Borrowers Country and the Ministry’s Website. Related services to be procured by the Ministry of Water and Environment and Uganda Wildlife Authority using open international competition include: Technical Service Provider for the Development of intensive, mixed-use agroforestry systems on household plots, with a strong orientation toward multipurpose woody species for fruit, fodder, fencing, fuel, shade, and nitrogen-fixing, in intensive, multi-layered systems suitable for small areas Technical Service Provider to design and implement a package of community forestry support Technical Service Provider to Support for the development of woodlots on private land to enhance the supply of timber, poles, fuel, and other plantation products Technical Service Provider to implement Performance based Forest Plantation Subsidy Scheme. Technical Service Provider to organize and manage the firewood supply to refugee’s settlements Technical Service Provider to monitor and verify quantities and quality, fair and equitable allocation of firewood to persons with specific needs in refugee settlements Supply of Road Equipment (3 Graders, 2 Excavators, 2 Tippers, 2 Water bowser, 2 bull dozer sand 1 Tractor) under Uganda Wildlife Authority.
