GENERAL PROCUREMENT NOTICE Republic of Serbia Serbia Railway Sector Modernization (SRSM) Project Loan No. 9221-YF Project ID No. P170868 The Republic of Serbia has received financing in the amount of EUR 102,000,000 equivalent from the World Bank and the Agency Francaise de Development toward the cost of the Serbia Railway Sector Modernization (SRSM) Project, and intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Component 1: Infrastructure Investments and Asset Management Component 2: Institutional Strengthening and Project Management Component 3: Railway Modernization Enablers Description of project components to be procured through Request for Bids and Consultants Quality and Cost-based Selection: Rehabilitation of superstructure on railway lines in tunnels Dedinje, Vezni, Stadion and Vraar and Rehabilitation of superstructure on railway section Pancevacki most- Pancevo glavna; Stage 2 of construction of main railway station- Belgrade Centre (Prokop); Design, civil works, provision, installation and commissioning of RLC; Construction of Bogojevo station bypass; Design for reconstruction and modernization of Pancevo-Vrsac- border with Romania railway line; Implementation of a Railway Infrastructure Asset Management System with LCC and RAMS capability; Provision and installation of infrastructure condition-monitoring capabilities; Procurement of maintenance machinery; Procurement of Blue Train composition; Design, provision, installation and commissioning of the equipment of Intelligent railway systems; Various Designs and Supervision of construction works services; Human Capital Analysis and HR Strategy with change management plan- Technical assistance to strengthen human resources (IZS, Serbia Cargo and Serbia Voz) Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016 Revised November 2017, August 2018 and November 2020) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the official website of the Ministry of Construction, Transport and Infrastructure, https://www.mgsi.gov.rs/cir/dokumenti/javni-konkursi and in the local newspapers of wide circulation.
