GENERAL PROCUREMENT NOTICE UGANDA SECONDARY EDUCATION EXPANSION PROJECT (USEEP) MINISTRY OF EDUCATION AND SPORTS LOAN NO./CREDIT NO./TF NO./GRANT NO. PROJECT ID NO: (P166570) The Government of Uganda through the Ministry of Education and Sports, has received financing in the amount of US$:150M (Credit- $90M and Grant- US$60) equivalent from the World Bank toward the cost of the Uganda Secondary Education Expansion Project (USEEP), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Component 1 – Expansion of Lower Secondary Education; The component will finance the construction 116 new secondary schools and expansion of 61 existing secondary schools in Refugee Hosting Districts and ensuring Safety and Protection of students at school. Component 2 – Support Education in Refugee Hosting Communit ies; The component will focus on supporting children with Special Needs in the 13 Refugee Host Districts in Uganda through delivering Accelerated Education Program (AEP) and supplying learning materials for Special Needs children. The component will also provide capitations to support refugees of the secondary school going age to enable them acquire education and facilitate the process of acquiring Certification of Prior Education for refugees to enable progression within Uganda’s Education system. Component 3- Improving Teachers Support and Strategy Development Nationally; The component will support the establishment of the Continuous Professional Development (CPD) and preparation for the key measures/reforms required to further improve the quality of teaching and learning in lower secondary schools. Component 4: Project Management, Monitoring and Evaluation; This component will support the Project implementation, supervision, monitoring and evaluation, and independent verification. It will finance Project staff, office rent, furniture, equipment, transportation, data collection and analysis. Independent verification assessments will be done to verify the achievement of the Performance Based Conditions (PBCs) Procurement of contracts financed by the World Bank will be conducted in accordance with the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting and Consulting Services, dated July 1, 2016 (revised in November 2017 and August 2018), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific Procurement Notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website as well as in the New Vision and Daily Monitor Newspapers in the Borrowers Country. Goods, works and related services to be procured using open international competition include: Construction of 116 new secondary schools and expansion of 61 existing secondary schools in both refugee and none refugee host districts; Supply and Delivery of Assorted School Furniture for the 116 new secondary schools and 61 existing schools in both refugee and none refugee host Districts; Supply, installation and maintenance of Information, Communication and Technology (ICT) equipment for Laboratories in the 116 new schools; Procurement of laptops and projectors for Science teachers to be trained from 1,300 Government schools; Procurement of Laptops, Multipurpose printers, network equipment for the 100 cluster Centers; Procurement of a consultancy firm to develop, design and produce materials into digitalized adaptable materials for specials needs students; Environmental and social audit of the 177 schools; Procure NGOs to address social risk and deliver safe schools in the 116 new schools and in all existing secondary schools in refugee host districts; Procurement of NGOs to implement Accelerated Education Program (AEP) in 12 centers.
