https://devbusiness.un.org/content/general-procurement-notice-1658 GENERAL PROCUREMENT NOTICE PHILIPPINES CUSTOMS MODERNIZATION PROJECT GENERAL PROCUREMENT NOTICE Project ID No. P163428 The Republic of the Philippines has received financing in the amount of US$ 88,280,000 equivalent from the World Bank toward the cost of the Customs Modernization Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Component 1. Modernization of Customs Operations. This component will support the modernization of BOC’s core CPS, related technical infrastructure and internal capacity to manage and operate a sophisticated ICT operation to ensure it contributes to improving operational effectiveness, integrity, accountability, and organizational performance. Subcomponent 1.1 Customs Processing System. This subcomponent will finance the provision and development of Custom Processing System (CPS). The implementation of the CPS may involve a turn-key supplier. Subcomponent 1.2. Non-Intrusive Inspection Modernization. This subcomponent will enhance fraud and contraband detection capabilities, streamline overall inspection processes, reduce time to release legitimate trade, modernize BOC inspection processes, and improve trader perception of BOC business processes. This subcomponent will finance the provision of Remote Images Analysis Centers (RIAC). Component 2. Organizational Development. The component will support BOC’s modernization initiative to move to a modern customs administration. Subcomponent 2.1. Administrative Systems Enterprise Resource Planning System. This subcomponent will finance the provision of a turn-key supplier to develop a back-office enterprise Resource Planning (ERP) system. Component 3. Project Management and Implementation Support. This component will also finance a Project Supervision and Quality Assurance (PSQA) consultancy to work together with BOC to manage and provide quality assurance support during project implementation. The PSQA will support BOC’s fiduciary, M&E roles, together with change management and communication. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.
