TF0A4449 Project ID No. P158359 Reference No. (as per Procurement Plan): PHRD-C-1-7 The Republic of Armenia (RA) has received financing from the Japan Policy and Human Resource Development Technical Assistance Grants Program toward the cost of the Agriculture Policy Monitoring and Evaluation Capacity Building Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the providing technical support to agriculture division of MOE through providing spatial analysis of agricultural fields and spatial distribution of farmers and agricultural produce. The specific objective of the Geospatial, GIS and Remote Sensing Consultancy is: Assess Current Situation in the MOE related to collection and analysis of spatial data for policy making; Prepare a Strategy Canvas and Develop GIS Roadmap based on existing spatial data and capacities in Government agencies and MoE’s needs and requirements for evidence-based policy making; Assessment of Cadastre spatial data and development of roadmap for data migration/conversion from Cadastre agriculture into MOE GIS system; Input of climate, field, land and terrain data into GIS system, if possible historical data as well; Preparation of Proof-of-Concept (POC) based on assessment done and development of cloud GIS as POC; Work with MoE departments and Agrarian University to identify key questions, indicators and data to be collected during the field surveys and in future for GIS usage; Conduct field surveys with around to find out the necessity of GIS and readiness of farmers to provide required information and apply in POC; Showcase the POC with collected field survey data to MOE departments and officials; Conduct executive level workshop to non-technical team to introduce the POC and data collected during the POC; Deliver Training to Ministry GIS specialists on how to use GIS cloud system, how to collect and input data in cloud GIS system; Deliver Trainings on GIS topics to ministry GIS specialist: authoring, registering and sharing content, working with web maps, account management and administrative tools; Deliver technical training to MOE technical team and build their capacity to manage cloud GIS environment for IT maintenance. The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest. The Ministry of Economy of Republic of Armenia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1. At least five years of experience in work with ArcGIS Desktop, ArcGIS Pro, QGIS or other GIS, experience in processing and analyzing multi-spectral remote sensing data and its classification in GIS (40 points); 2. Proven experience in (i) importing spatial data from different sources (OSM, Google Maps, Bing Maps, Sentinel Hub, Earthexplorer, Yandex maps, etc.), and (ii) developing policy maps and conducting monitoring based on GIS data (60 points). Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Selection based on Consultant’s Qualifications method (CQS) set out in the Procurement Regulations.
