Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Die Planungen Regenwasseranlagen gemäß HOAI Lph 3 und die darauf basierende BPU wurden zwischenzeitlich abgeschlossen und der TP und der Senatsverwaltung zur Prüfung übergeben. Grundlage für die Planungen waren die damaligen Vorgaben der TP zur Gestaltung. Die Planung Lph 3 und die BPU wurde durch die TP und durch die Senatsverwaltung eingehend geprüft und ohne Beanstandungen freigegeben. Die Veröffentlichung des Gestaltungsleitleitfadens durch die TP erfolgte am 18.12.2020, wo die Entwurfsplanung zum Bodenfilter West bereits mit TP und den BWB abgestimmt, abgeschlossen und grüngeprüft war. In einer Abstimmung am 17.06.2021 wurden dem Fachplaner Arge TXL Anforderungen an die Gestaltung des Bodenfilters West mitgeteilt, auf die sich die TP P&E intern verständigt hatte. Diese Anforderungen der TP P&E detaillieren und erweitern die Vorgaben des Gestaltungsleitfadens und machen eine anteilige Wiederholung von Planungsleistungen der Lph 3 erforderlich.
