Ziel der Ausschreibung war die Beschaffung eines Projektträgers (PT), der das zuständige Fachreferat des BMBF bei der Vorbereitung, die fachliche und administrative Abwicklung in allen Phasen der Förderung (von der Beratung der Interessenten und Antragsteller über die Prüfung der Anträge einschließlich der Begutachtung, die Betreuung während der Laufzeit bis hin zur Verwendungsnachweisprüfung), die Dokumentation von Vorhaben des BMBF sowie die strategische Weiterentwicklung im Aufgabenfeld „Wissenschaftskommunikation“

unterstützt.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Die zusätzlichen Leistungen sind im Zusammenhang mit neuen Prozessen in den Bereichen der Wissenschaftskommunikation und Partizipation erforderlich geworden. Die Prozesse waren bei Durchführung des Vergabeverfahren 2016/2017 noch nicht geplant und konnten daher in den ursprünglichen Vergabeunterlagen nicht berücksichtigt werden. Die zusätzlichen Leistungen stehen jedoch im unmittelbaren Zusammenhang mit den bereits vergebenen Leistungen. Daher kommt eine Neuausschreibung der zusätzlichen Leistungen aus wirtschaftlichen Gründen nicht in Betracht.
