Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

In der Rastvogelperiode 2020/'21 wurde die Art bereits im 1000-Meter-Korridor um die Trasse im marinen Bereich kartiert. Diefachliche Empfehlung besagt aber mittlerweile für diese besonders störungsempfindliche Art, dass ein Untesruchungsraum bis3000 m notwendig ist um die Auswirkungen des Vorhabens auf die Art und die erforderlichen arten- und gebietsschutzrechtlichenMaßnahmen fachlich fundiert ableiten zu können.Bei der Bearbeitung mit dem gleichen AN können vorliegende (Orts-)Kenntnisse und vorhandene Grundlagendaten weiterverwendet werden. Hieraus ergeben sich nutzbare Synergien. Bei einem Wechsel des AN würden diese Synergieeffekte verlorengehen. Der AN besitzt eine sehr spezielle Ausrüstung, die bereits vor Ort für die Schweinswalkartierungen eingesetzt wird(Beobachtungsgeräte mit extrem hoher Auflösung bis 5 km Sichtweite). Ein Wechsel des AN würde zu großen Schwierigkeitenbeim Ineinandergreifen verschiedener Leistungen und zu einem erheblichen Terminverzug führen.
