Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Der Ersatzneubau für die PU sollte gemäß ursprünglichem Rahmenterminplan im Zeitraum vom 12.03.-17.12.2022 ausgeführt werden. Die Ausführung ist aktuell bereits bis zum Ende des 1. Quartals 2022 erforderlich, um das provisorische Umfahrungsgleis in Betrieb nehmen zu können. Es wird deshalb erforderlich, den Ersatzneubau in Fertigteilbauweise zu errichten. Die Ausführung in Fertigteilbauweise führt wiederum dazu, dass die ursprünglich geplanten Fugenbandkonstruktionen Typ FM350/AM350 nicht mehr ausgeführt werden können und die Fugenkonstruktion DB30STOG ausgeführt werden muss.

Der AN für Los 6.001 ist ursprünglich mit der Erstellung der erforderlichen Ausführungsplanung sowie den darauf aufbauenden Bauleistungen für die Erweiterung der PU beauftragt. Zwischenzeitlich wurde der AN mit der Planung eines ganzheitlichen Ersatzneubau für die PU beauftragt.

Die Änderung der Ausführung in Fertigteilbauweise und die damit zusammenhängende Anpassung der Fugenkonstruktionen können nicht vom Planungsprozess sowie der Ausführung getrennt bzw. eigenständig ausgeführt werden. Eine gesonderte Vergabe der erforderlichen Anpassung an einen anderen AN ist deshalb technisch nicht möglich.
