Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

bei den Besonderen Leistungen handelt es sich um zusätzliche Leistungen zu den beauftragten Grundleistungen im Leistungsbild Objektplanung Ingenieurbauwerke, die zur Erfüllung des geschuldeten Werkes erforderlich sind.Diese zusätzlichen Leistungen können nur vom beauftragten AN erbracht werden. Wesentliche Gründe liegen in der fortgeschrittenen Planungstiefe der vertraglich vereinbarten Leistung, dem hohen erreichten Projektkenntnisstandes beim AN, der Einhaltung der Projektlaufzeit im Förderzeitraum, sowie der Haftung des AN für sein vertraglich geschuldetes Werk. Die Leistungen sind zu zuordnen § 132 GWB Abs.2 Nr. 2a,b und Nr. 3, Abs. 3.
