https://devbusiness.un.org/content/hiring-frim-impact-evaluation-teacher-training-required-teacher-education-department REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country: Islamic Republic of Afghanistan Assignment Title: Evaluating the Impact of an In-Service Teacher Training in Afghanistan Duration of Assignment: 12 months Implementing Agency: Ministry of Education Duty Station: 8 provinces (Badakhshan, Balkh, Bamyan, Hirat, Kabul, Kunar, Paktya and Parwan) Reference No: NPA/MOE/1400/CS-2921/QCBS Background The Ministry of Education is implementing the EQRA project which is funded by the International Development Association, Afghanistan Reconstruction Trust Fund, and Global Partnership for Education (GPE). Under the EQRA, the government wishes to train all secondary-school teachers that teach another subject than the one they have been trained for in the general two-year training. In this consideration, the government and the World Bank agreed to pilot the intervention in a first step: in 8 provinces, the Teacher Education Directorate (TED), will train up to 3,000 secondary-school teachers during the 2021 school year. In order to evaluate the impact of such teacher training, the government and the World Bank agreed to perform a rigorous two-year impact evaluation based on a Randomized Control Trial (RCT). This Impact Evaluation (IE) will evaluate teacher knowledge, teaching practices and ultimately student achievement in the aim of scaling up the program across Afghanistan. The IE will focus on eligible teachers and their students in 500 secondary schools located in 8 different provinces. As the IE is a RCT, half of the eligible teachers will be selected for the training, while the other half will constitute the control group, but teachers (and their students) from both groups will be surveyed. The teacher training is expected to start at the beginning of the 2021 school year (around September 2021) and will last 8 months. Baseline data collection should happen at the beginning of the school year and be done before the start of the training (Aug- sep2021). This data collection involves to go directly to the 500 secondary schools included in the IEto survey teachers and their students. Depending on the sanitary situation and the school reopening framework, we also expect a piloting phase at the latest in February 2021 in order to test the validity of the numerous instruments designed to evaluate the impact of the training on teachers and students. Purpose The purpose of this consultancy is to develop and implement all components of the baseline data collection for the impact evaluation of the teacher training. The impact evaluation will be conducted in a subset of schools and districts in which the training program is implemented. A baseline survey of 500 schools will be fielded in Aug- 2021 across 8 provinces (Badakhshan, Balkh, Bamyan, Hirat, Kabul, Kunar, Paktya and Parwan). These terms of reference cover the task of tablet-based data collection and data entry activities related to the baseline survey only. Scope of the work The survey firm will be responsible for implementing tablet-based data collection and delivering quality data according to the agreed protocol, expectations and timeline defined by the IE team. The selected survey firm will work under the direct supervision of the IE team. Table 2 summarizes the scope of field data collection work. For further information on the scope of the services, you can access the ToR under the above mentioned assignment title and reference number on the website: www.npa.gov.af Qualification Requirements/Short listing Criteria National Procurement Authority on behalf of Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services described. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: (a) The firm should have been in business as a legally registered consultant at least for 5 years with its core business of delivering procurement related services. (b) The firm should have proven experiences of having executed at least one similar contract/ assignment during the last 5 years, should be with minimum value of US$ 150,000 The similarity of the consultant’s experiences is considered comparing to the nature and complexity of the proposed assignment, but should not necessarily be the same. (c) The consultant shall demonstrate having sound financial situation and capacity by submitting financial audit report with annual turnover of at least US$ 244,000 for any of the last 3 years (2018, 2019 & 2020); (d) The consultant should have technical in managerial capability in educational survey, impact evaluation or household for more details and information please consider the attached TOR The Consultant should explain in what way the executed assignment(s) was/ were similar in nature to the current assignment. The Consultant should explain the exact role played and the assignment was carried out on sole responsibility basis or in association with other firms as JV or in sub-consultancy for carrying out the assignment. The requirements for Consultants who intends to associate with other firm(s) in the form of a Joint Venture (JV) or a sub-consultancy to enhance their qualifications are indicated as under: The lead partner is required to be identified clearly and state the composition and nature of their association (JV/ sub-consultant) in their EOI. In case of JV, the lead partner shall substantially meet the shortlisting criteria defined under paragraphs (a), (b) and (c) of Part 4 above. The JV partner shall fully meet the criterion under paragraph (a) and at least 50% of the shortlisting criteria for paragraphs (b) and (c) above. The shortlisting criteria will not be considered for the assessing sub-consultant’s qualifications; the consultants, proposing sub-consultancy in their EOI, shall fully meeting the short listing criteria defined under Part 4 above. (d) The consultants should demonstrate that they have adequate capacity (including personnel) in handling such assignment. (e) Consultant having some regional experience is desirable. (f) Expressions of interest (EOI) must also include: Introductory letter on consultant’s letterhead (with complete contact details – name of contact person, mailing address, telephone, fax, email etc.) explaining how the firm is best to deliver the current assignment; The firms should submit copies of the similar contracts executed along with the letter from the respective client for having completed the assignment. In addition, full details of the Client (like contact person, Telephone/cell number, e-mail address etc.) who had placed the contract should be furnished; The EOI should contain sufficient supporting document to substantiate the claim of the Consultant towards their qualification as per the shortlisting criteria defined under Part 4 above. Eligibility requirements in compliance with paragraphs 3.21, 3.22, & 3.23 of the World Bank’s Procurement Regulations for IPF Borrowers, Procurement In investment Projects Financing, Goods, Works, Non-Consulting and Consulting Services revised November 2017 and August 2018. The consultants should also provide a copy of the certification of incorporation/business license.
