ADVANCED CONTRACT AWARD NOTICE
Hydroacoustic Monitoring at Churn Creek
The Department of Fisheries and Oceans / Canadian Coast Guard has a requirement for the provision of hydroacoustic monitoring services at Churn Creek, BC.
The purpose of this Advance Contract Award Notice (ACAN) is to signal the government’s intention to award a contract for these services to Stswecem’c Xget’tem Stewardship Department. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the ACAN posting period.
If other potential suppliers submit a statement of capabilities during this ACAN posting period that meets the requirements set out in the ACAN, the government will proceed to a full tendering process on either GETS or through traditional means, in order to award the contract.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
Statement of Requirement
DFO has requirement for hydroacoustic monitoring consisting of the following:
DFO Fisheries Technicians will provide training and all of the necessary equipment to conduct the hydroacoustic monitoring project. Two laptop computers will be provided for Stswecem’c Xget’tem First Nation technicians at the Churn Creek site to assist with SONAR file counting. DFO will also provide necessary software to process SONAR files.
Stswecem’c Xget’tem First Nation technician(s) will be given entry level training in the operation of a hydroacoustic monitoring site including data file collection, download, interpretation, and analysis. Training will also encompass all operational procedures needed to properly mobilize and manage hydroacoustic stations.
Stswecem’c Xget’tem First Nation will provide four staff members who will rotate in teams of two on a weekly basis (i.e. one week on, one week off). Stswecem’c Xget’tem First Nation staff will work 7.5 hour shifts, and will assist with operations when DFO technicians are on-site, as well as assist with data processing once DFO technicians are off-site.
Once data files have been processed, completed data sheets will be given to the DFO Fisheries Technician on-site.
Trade Agreements and Other Obligations
The requirement is exempt from the Trade Agreements as a set-aside for minority businesses.
Government Contracts Regulations (GCRs) Exception and Limited Tendering Reasons
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) – Where only one supplier can do the work.
- The work is being conducted on Stswecem’c Xget’tem First Nation territory and their resources are the sole resources to be contracted for this work.
This requirement is set aside for Aboriginal suppliers in accordance with the Procurement Strategy for Aboriginal Business.
The bidder must certify in its bid that it is an Aboriginal business or an eligible joint venture as defined within the Procurement Strategy for Aboriginal Business.
Security Requirements
There are no Security requirements for this contract.
Ownership of Intellectual Property (IP)
There is no Intellectual Property being created under this contract.
Period of the Proposed Contract
The period of the proposed contract is from June 1, 2022 to October 28, 2022.
The proposed contract includes an option to extend the term of the contract by up to one (1) additional one year period under the same conditions.
Cost Estimate
The estimated limitation of the proposed contract is $103,544.85 plus tax.
Suppliers’ Right to Submit a Statement of Capabilities
Suppliers who consider themselves fully qualified and available to provide the services and/or goods described herein, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
Closing Date for Submission of a Statement of Capabilities
Statement of Capabilities must be received no later than 2:00 PM Eastern Daylight Saving Time, May 27, 2022. Submissions received after this date and time will not be accepted.
