The Government of the Independent State of Papua New Guinea has received financing from the World Bank toward the cost of the Improving Access To and Value From Health Services in PNG: Financing The Frontlines Project, or simply called “IMPACT Health”, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the engagement of a qualified and experienced Deputy Project Coordinator to assist in the oversight and management of the Project Coordination Unit under the leadership of the Project Coordinator. The estimated level of effort is 12 months with the possibility of extension, subject to satisfactory performance and availability of financing and related approvals (through to June 30, 2026, the Project closing date). The expected start date of the assignment is August 2022.

The National Department of Health now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of the individual shall be considered in the selection process. The criteria for selecting the Consultant are:
Qualifications
A Master’s Degree in public health, medicine, business, management, economics or equivalent.
Experience
- At least 7 years of experience in project management, including at least 3 years in a senior leadership position. Experience with project management in the health sector strongly preferred.
- Experience in similar roles and Projects
- Demonstrated experience in working with multiple stakeholders (i.e., Ministries, development partners, communities, local government, etc.)
- Knowledge of PNG Government procedures
- Knowledge of the PNG health sector and its key stakeholders would be an advantage
- Experience in working on projects funded by the World Bank, or other international development agencies would be an advantage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations (Section VII, paragraphs 7.34 to 7.37 refers).
