BACKGROUND
The national RMNCAH Committee has revised the national Strategy and developed Action Plan on RMNCAH 2016-2025 jointly with relevant partners. This strategy includes clear identification of essential health services to be provided by each facility level. MoH emphasizes the importance of further strengthening coordination within the ministry and with development partners through the existing MCH Technical Working Group (TWG), especially on co-financing of the RMNCAH Strategy and Action Plan2021-2025, and delivery of EHSP. In response to the request from MoH, WHO will further support the RMNCAH Secretariat on strengthening TWG’s function on coordination in co-financing, implementation and monitoring of the national Strategy and Action Plan on RMNCAH based on the Vientiane Declaration on Aid Effectiveness. MOH also requested WHO to support monitoring and improving affordability for EHSP.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
To support MoH in collaboration with WHO and other agencies on:
- improving joint financing and expenditure monitoring for implementation of RMNCAH Strategy and Action Plan,
- improving joint financing and expenditure monitoring for provision of Essential Health Service Package (EHSP), and
- monitoring and capacity development of central and provincial health insurance bureau to improve affordability of EHSP in RMNCAH, through improved coordination among MoH departments and relevant partners using the government coordination platform such as TWGs on MCH and health finance.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
- • Improving joint financing and expenditure monitoring for implementation of RMNCAH Strategy and Action Plan.
- • Improving joint financing and expenditure monitoring for provision of Essential Health Service Package (EHSP).
- • Monitoring and capacity development of central and provincial health insurance bureau to improve affordability of EHSP in RMNCAH.
METHODS TO CARRY OUT THE ACTIVITY
- • Meetings and coordination with the relevant departments in MOH and relevant partners
- • Supporting the government in organizing meetings, workshops, technical sessions and trainings
- • Supporting the decentralised government in monitoring and supervising access to service delivery
- • Support WHO office on partner’s coordination as necessary (upon mutual agreement)
QUALIFICATIONS & EXPERIENCE
EXPERIENCE
- • At least one person in the team has >10 years of work in Health financing in Lao PDR, preferably in the area of RMNCAH
- • Previous experience in financial analysis of and advice on government strategies, service packages, analysis on service delivery cost, preferably in the area of RMNCAH
