Department of Fisheries and Oceans Canada (DFO) has a requirement for Internal Communications Systems (ICS) spare parts for the Canadian Coast Guard (CCG) vessels. 


1. Advance Contract Award Notice (ACAN) Explanation:

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of the Requirement:

The Canadian Coast Guard (CCG) requires a National Individual Standing Offer (NISO) to effectively maintain and support the life cycle management of the ICS systems installed onboard CCG vessels, on an urgent or as-and-when required basis. 

3.  Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements):

Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:
o. CCG intends to issue a NISO for a period of three (3) years for the procurement of the necessary spares for In-Service Support (ISS) of the ICS. This does not constitute a firm agreement. Additionally, the actual quantity of procured ICS spare parts will be at CCG's discretion.

o. All equipment and parts must be guaranteed for at least one (1) year from the date of delivery. The Contractor must provide details on their Warranty Policy with their proposal.

o. Inspection and acceptance will be performed by the consignee at the destination. CCG reserves the right to request corrective action or reject any equipment that does not meet the contract requirements. The goods will be deemed accepted after fifteen (15) days of receipt by the consignee, unless the contractor is otherwise notified by CCG.

o. The bid documentation package must provide sufficient information to enable CCG to readily recognize that the proposed standing offer (SO) satisfies all the requirements of the Specification. The bid must identify each component of the spare parts list including item number/part number, description of component, quantity, unit and total price.

o. The bid must specify the price of each component of the spare parts list is in US dollars (USD).

o. The Contractor must provide all documentation in the English language, unless otherwise requested by CGG in Quebec at time of the specific call-up for the vessels operated in the French language. If French documentation is not available for a particular request, this should be noted at the time of the specific call-up against a Standing Offer.

5. Justification for the Pre-Identified Supplier:

The only known supplier meeting the specifications required is United Marine Communications of Florida Inc. For this reason it is proposed to negotiate directly with them for this requirement.

6.  Government Contracts Regulations Exception(s):

The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6 (d), only one person or firm is capable of performing the contract.

8.  Period of the proposed contract

The National Individual Standing Offer (NISO) will be valid for three (3) years following the contract award date. Canada may also grant the contractor the irrevocable option to extend the term of the Contract by up to two (2) additional one (1) year period(s) under the same conditions.

9. Cost Estimate of the Proposed Contract:

The proposed contract is for a duration of (3) three years from the date of contract issuance to end of contract.

The estimated value of the contract is $500,000.00 USD including taxes.

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

12. Closing date for a submission of a statement of capabilities:

The closing date and time for accepting statements of capabilities is May 25, 2022 at 2:00 p.m.
