The IBTS previously participated in a collaborative procurement with the NHSBT, NIBTS, WBS and the SNBTS for this product (OJEU) only one suitable product (Chloroprep)was identified for use within Blood Establishments. A new tender was held within the UK and only one submission was received (Chloroprep was the product offered. Due to Brexit the IBTS can only be supplied from with Europe under a Product Licence. This means the approved supplier for this product is Iskus Health limited in Ireland

The IBTS previously participated in a collaborative procurement with the NHSBT, NIBTS, WBS and the SNBTS for this product and the contract was extended. However due to issues from Brexit (Product Licensing v Product Authorisation), the supplier at the time (Insight Healthcare) was not able to provide the product to the IBTS. Best practice in skin disinfection is defined in Evidence Based Practice in Infection Control Guidelines Version 3 (EPIC3) commissioned by the United Kingdom (UK) Department of Health (DoH) which recommended that a solution of chlorhexidine and alcohol should be used. The only product which is a) sterile in individual applicator form; b) contains the required 2% chlorhexidine gluconate / 70% isopropyl alcohol formulation. This product is provided by Iskus Health Limited in Ireland under a Product Licence issued by the HPRA

Explanation:

The IBTS had previously tendered with the UK for Arm Cleansing Products through OJEU, only one suitable product was identified. The UK held an Open competition for this requirement in 2021, only one tender was received from the market. Due to Brexit and the requirement for Product License (PL) the successful tenderer could not provide the product to the IBTS. However the same product with the PL could be provided by Iskus Heath Limited. This is the only suitable product for use in Blood Establishments. On that basis a Negotiated Procedure was out into place
