The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Sunhillo Corporation (Sunhillo), CAGE: 1KTP6 for the issuance of a five-year Basic Ordering Agreement (BOA).  The BOA will be for the procurement of the Integrated Range Status System (IRSS) Surveillance Data Distribution (SDD) Technology Refresh Components as well as Annual Hardware and Software Maintenance associated with Legacy and Technology Refresh in support of United States Marine Corps Air/Ground/Surface Training Area site requirements.  The Government anticipates delivery orders to be issued on a Firm-Fixed-Price basis.

Sunhillo is the Original Equipment Manufacturer of the IRSS SDD components and incidental services associated with hardware and software maintenance of IRSS SDD components.  The IRSS fulfills a vital role in Command, Control, and Communications, Military Air Management Control, and Mission Control.

The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.  THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis.  Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration.  A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
