This procurement aims at the delivery of Mission Performance Cluster (MPC) service for the optical payloads of the Copernicus Sentinel-2&3 missions (S2&3 OPT-MPC).
The Copernicus S-2&3 OPT-MPC service is a key element of the Copernicus Space Component (CSC) operations in charge of the processing algorithms and performance of the Copernicus user level data for the Sentinel-2&3 satellite family.
The Copernicus S-2&3 OPT-MPC service subject of this procurement will include the following main functionalities:
• imaging system performance assessment and characterisation;
• imaging system calibration;
• geophysical validation;
• processing algorithms and processors maintenance and evolution.
The main objective of the procurement is to continue the operations of the current Copernicus Sentinel-2&3 MPC Service beyond 2021, covering exclusively the Sentinel-2&3 Optical user level products generated by the ESA Sentinel-2 Ground Segment and Sentinel-3 Land Ground Segment.
The service will be broken down into two contractual phases to accommodate the European Union Multi-annual Financial Framework (MFF) constraints for the period (2021-2027):
• Phase 1: Service set up and phase-in running up to the end 2021;
• Phase 2: Routine Operation Service for a duration of 5 years.
The performance of the S2&3 OPT-MPC will be governed and measured according to a service level agreement.
The S2&3 OPT-MPC service will be funded by the EU Copernicus Programme and will be open exclusively to economic operators that have their registered office in a EU Member State or in a country participating in the EU Copernicus Programme.
The Invitation to Tender (ITT) will be published on EMITS. In order to access the ITT Package from EMITS, Tenderers must be registered in esa-star as potential ESA suppliers. Please note that esa-star allows two levels of entity registration: ‘Light’ and ‘Full’. This allows new users wishing to do business with ESA to carry out their registration in two steps. While ‘Light’ registration will grant access to all esa-star services up to and including proposal submission, the award of ESA contracts requires ‘Full’ registration.
