Network Contract Office (NCO) 22 Gilbert is seeking a qualified vendor to provide Annual Inspection and Certification of Medical Vacuum, Medical Air, Oxygen, and Nitrous Gas Systems for the Southern Arizona VA Healthcare System s (SAVAHCS) main facility at 3601 S. 6th Avenue in Tucson, Arizona. The contractor shall provide all labor, supplies, equipment, materials, and transportation to meet the needs of this solicitation. Prospective contractors must be authorized/certified to provide the required service and must show proof with any provided documents at the time of responding to this Sources Sought announcement.
DRAFT STATEMENT OF WORK DRAFT
TITLE: Annual Inspection/Certification of Medical Vacuum, Medical Air, and Oxygen
BACKGROUND:
The Southern Arizona VA Health Care System (SAVAHCS) located at 3601 S. 6th Ave., Tucson, Arizona, has an ongoing requirement to ensure Joint Commission requirements for Medical Gas Systems are met, including Medical Air, Medical Vacuum, Oxygen, and Nitrous are inspected and certified annually.
2.0 SCOPE:
Contractor shall furnish all material, labor, equipment, transportation, and supervision necessary to inspect each existing medical gas system, including medical vacuum, medical air, and oxygen; all compressors, valves, alarms, and end user ports within each system. Some of the work will be in patient rooms, labs, clinics, mechanical rooms and high noise areas. Personal protective equipment may be required in some instances; in the event that it is required, it will be provided by the Southern Arizona Veterans Administration Health Care System.
3.0 SPECIFIC TASKS:
All inspection and testing criteria must be incompliance to NFPA 99 Health Care Facilities Code (2018 edition). All verifiers must possess and provide current credentials equal to ASSE 6030 Professional Qualification Standard for Medical Gas Systems Verifiers (2018 or better). Verifiers credentials must be valid thru the expected duration of the inspection dates.
All air/gas systems shall be inspected and tested for any crossed connections
All air/gas systems shall be tested for proper operation by manufacturer s design including but not limited to air quality monitors, operating pressures, flow rates, and proper labeling.
All air/gas systems shall be tested for leaks and proper operation and labeling of all shutoff valves in piping system such as zone valves, source valves and service valves.
All alarm systems, fault reporting circuits, and panels shall be tested for proper function, ID and labeling to include the area that they serve.
All compressed gas cylinder controls and distribution manifolds shall be tested for proper operation, regulated pressures, and inspected for leaks of connections with in the system.
All components of effected systems shall be inspected and tested for the proper operation of secondary items of related equipment such as pressure switches, check valves, transducers.
All medical gas master medical gas alarm systems shall be tested for fault accuracy.
Contractor shall do 100% inspection and test of DISS outlets to include pressure test, flow test, seal and labeling. (Approximately 2400 outlets)
Contractor shall at the completion of the inspection produce a six-part report indexed in binder a hard copy report and an electronic copy of the report packet of all the findings addressing each components of each system. Electronic report shall be sent via email to COR and files in PDF format preferred. Other formats will be considered for compatibility.
Report one shall address the Medical Air System
Report two shall address Medical Vacuum System
Report three shall address bulk Oxygen Supply System and CGC systems
Report four shall address all valve findings not reported with the system report.
Report five shall address Fault Reporting devices and circuits.
Report six shall address DISS service ports.
4.0 HOURS OF COVERAGE:
Normal hours of coverage are Monday through Friday from 8:00 a.m. to 4:30 p.m., excluding holidays. All regular service/repairs shall be performed during normal hours of coverage unless requested or approved by the COR or his/her designee.

4.2 Upon arriving at the facility during normal duty hours to perform service, the Contractor shall report to the following location: Maintenance shops, Building # 2 basements.
5. PERFORMANCE MONITORING:
The performance monitoring shall be assigned by the COR
6.0 MATERIALS TO BE FURNISHED:
The Contractor shall furnish all parts and tools necessary to perform the inspections described above.
7.0 IDENTIFICATION, PARKING, SMOKING AND VA REGULATIONS:
The contractor's FSEs shall wear visible identification at all times while on the premises of the SAVAHCS. It is the responsibility of the contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police and Security Service. The SAVAHCS shall not invalidate or make reimbursement for parking violations of the contractor under any conditions. Smoking is prohibited inside any buildings at the SAVAHCS. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state, or municipal court.
8.0 CONTRACT ADMINISTRATION DATA:
The contracting officer is the only person authorized to approve changes or modify any of the requirements under this contract. Only the contracting officer is authorized to make commitments or issue changes which will affect price, quantity, or quality of performance of this contract. In the event the contractor effects any such change at the direction of any person other than the contracting officer, the change shall be considered to have been made with authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
