THIS IS A SOURCES SOUGHT ANNOUNCEMENT (SSA) WHICH SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT, INVITATION FOR BIDS, REQUEST FOR QUOTATIONS, OR A REQUEST FOR PROPOSALS. THE REQUEST FOR THIS INFORMATION BY THE GOVERNMENT IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ACQUIRE ANY PRODUCTS OR SERVICES, NOR DOES THE GOVERNMENT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SSA OR OTHERWISE PAY FOR THE INFORMATION SOLICITED.

All responses will be treated only as information for the Government to consider. Those responding will not be entitled to payment for direct or indirect costs that they incur in developing a response to this SSA. Furthermore, this request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work / Performance Work Statements and/or Statement of Objectives. Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly.

This SSA is a market survey to identify additional potential sources to provide engineering/ sustainment services. This effort is a continuation of the current contract to provide JTT-IBS hardware sustainment supports, due to current contract reaching its cost celling. Additionally, potential source would be required to manufacture spares over a period up to five years for the Satellite Communication AN/URC-145A(V), aka, Joint Tactical Terminal - Integrated Broadcast Service (JTT-IBS).

The following are specific requirement identified by USG:

1. Hardware Sustainment. Provide logistics support and sustainment of approximately 300 JTT-IBS terminals. The service efforts are to include repair of repairable Line Replacement Units (LRUs) and Shop Replacement Units (SRUs); maintain repair rotatable stocks for maintaining required Operational Availability (Ao); update logistics documentation such as provisioning data, tech manuals and drawings; provide operator and maintainer training; and provide field support for upgrading terminals in the fields. 2. Initial spares stocks. Maintain an active contract for users to purchase spares for sustaining 300 fielded JTT-IBS systems.

3. Engineering Change Proposal (ECP). Conduct ECPs for parts obsolescence mitigation. Perform hardware/software integration on new parts into JTT-IBS and requalify updated system as needed. Update drawings and logistics documents to reflect new parts.

The current source of supply and services for JTT-IBS systems is DRS Advanced ISR, LLC, Beavercreek, OH. The Government currently possesses software and hardware data for JTT-IBS and currently working to audit/validate the technical data for organic sustainment.

This is not a request for proposals. Contractors who believe they possess the requisite experience and expertise to meet these requirements should respond in writing. The response must include documentation such as drawings, test results, and other technical information demonstrating that the supplier can provide the required hardware, logistics, and engineering services. Interested sources shall submit their responses via email addressed to all Point of Contacts (POCs) identified below with the following requirements:

• Provide Production and/or Repair data on any NSNs identified above; along with associated previous contract history for these NSNs or similar NSNs, if applicable.

• Provide information to demonstrate availability of adequate production and/or repair facility and resources. Provide risk assessment/mitigation plan of taking over sustainment and working on obsolescence redesign due to lack of available adequate technical data.

• Provide capability statement with supporting detailed technical, logistical, and managerial back-up data to demonstrate specific parts of the requirement where the contractor's interest lies.

• Specify location of production/repair facility. Indicate availability of latest technical documentation for items of interest in case such data cannot be supplied by the Government. Item(s) of interest will be manufactured and/or repaired in the Continental United States (CONUS).

Responses to this SSA must be Unclassified. All submissions must include full company names, POCs to include, name, position, office, mobile telephone numbers, and email address. All interested sources shall respond to this SSA No-Later-Than (NLT) Close of Business 22 May 2018.
