Assignment Title: G7 – G12 Digital Skills Curriculum Content Development and Roll-Out for Public Schools

The Ministry of Digital Economy and Entrepreneurship (MoDEE) has received financing from the International Bank for Reconstruction and Development (The World Bank) toward the cost of the Youth, Technology, and Jobs Project, and intends to apply part of the proceeds for consulting services.
Through this REOI, the YTJ Project aims to identify and procure the services of a Private Consultant that will be responsible for developing the Digital Skills Curriculum for grades 7-12 for public schools in Jordan.

The objective of this assignment is to develop context-relevant Digital Skills learning materials for public schools G7 to G12, qualify Master Trainers (Supervisors) to train ICT Teachers on the new curricula, and engage in continuous Digital Skills curricula development based on feedback gathered by the Ministry of Education.
The Ministry of Digital Economy and Entrepreneurship (MoDEE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, as per the shortlisting criteria below:

- School curriculum development and/ or curriculum localization, preferably in developing digital skills curricula;
| The consultants must provide evidence of 1 similar project, successfully completed, within the past 10 years, preferably in school Digital Skills Curricula Development. |
- Teacher and Supervisor Training, Preferably Science, Technology, Engineering, Art and Mathematics (STEAM) teachers and supervisors;
| A detailed brief about the consultants’ experience in designing and implementing different types of teacher training programs (STEAM) teachers and supervisors. |
- The composition of skills, competencies, and professional experience within the consultants;
| A detailed brief that must cover Technical experience, Instructional Design, Content Development, Learning Psychology, inclusive learning, women empowerment, Lifelong learning |
- Management and a team of experts capable of managing and implementing the assignment;
| Demonstration of availability of appropriate key staff; including key qualification of each proposed team member as per the ToR. |
The EOI package should not exceed 20 pages in total and should consist of:
- Package should consist of documentation that demonstrates the company’s qualifications above
Note: Key staff will not be individually evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), revised November 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Private Consultant will be selected in accordance with the Quality-Cost Based Selection method set out in the Procurement Regulations.
