This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) under procurement ref: 8663-GPN-47458 on 28 April 2017.
The European Bank for Reconstruction and Development has developed a project together with GKP “Semey Vodokanal”, the Akimat of East Kazakhstan Oblast and the Akimat of the City of Semey to upgrade the water and waste water services in the City of Semey.
GKP “Semey Vodokanal” hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Semey Water Project.
The Purchaser now invites sealed tenders from Suppliers for the following contracts to be funded from part of the proceeds of the loan: SMY-SU-01A Supply of Specialised Vehicles and Machinery:
Lot 1: Sewer Cleaning Vehicles
Lot 2: Vehicles for Emergency and Rehabilitation Works
Lot 3: Service Transporters & Pipeline Disinfection Vehicle
Lot 4: Crane Truck
Lot 5: Trenchless Machine
The Goods are to be delivered to the City of Semey.
Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.
Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
For single lot(s) or all lots:
(a) Experience as Supplier, in at least 3 contracts within the last 5 years, each with a value of at least 60% of the proposed tender price per lot, that have been successfully and substantially completed and that are similar to the proposed Goods
(b) Sufficient liquid capital: the Tenderer, in case of a JVCA the leading member, shall provide evidence of secured financing in form of cash at hand, secured irrevocable credit line granted by a reputable bank or other acceptable form of funds as follows:
Lot 1: of not less than EUR 358,000 equivalent
Lot 2: of not less than EUR 57,000 equivalent
Lot 3: of not less than EUR 90,000 equivalent
Lot 4: of not less than EUR 69.000 equivalent
Lot 5: of not less than EUR 53.000 equivalent
In case of tendering for more than one lot, tenderer shall demonstrate evidence for the amount not less than combined amount for the respective lots.
(c) Financial Resources: the average annual turnover (net of taxes and social security charges) of the Tenderer as a whole for the last three years (2014, 2015, 2016) must be at least as follows:
Lot 1: of not less than EUR 1,050,000 equivalent
Lot 2: of not less than EUR 170,000 equivalent
Lot 3: of not less than EUR 270,000 equivalent
Lot 4: of not less than EUR 200,000 equivalent
Lot 5: of not less than EUR 160,000 equivalent
In case of tendering for more than one lot, tenderer shall demonstrate evidence for the amount not less than combined amount for the respective lots.
(d) The Tenderer or its agent has in place, or can demonstrate a legally binding commitment (subject to award of contract) to put in place, the necessary means to fulfil obligations prescribed in the tender documents
(e) In case of a Tenderer offering to supply goods under the Contract which the Tenderer does not manufacture or otherwise produce, the Tenderer has been duly and personally authorised by the goods’ manufacturer or producer to supply the goods in the Purchaser’s country. Where a particular item to be supplied comprises major components from different manufacturers, an authorisation from each manufacturer must be provided
Tender documents may be obtained from the office at the address below free of charge. Tender documents will be dispatched electronically. The tender documents are prepared in English with their unofficial Russian translation.
The language of the tender is English (governing language). The tenders shall be provided in English language, accompanied with Russian translation.
All tenders must be accompanied by a tender security as follows:
Lot 1: EUR 17,000
Lot 2: EUR 3,000
Lot 3: EUR 4,000
Lot 4: EUR 3,000
Lot 5: EUR 3,000
or its equivalent in KZT. In case of tendering for more than one lot, tender security should not be less than the combined amount of tender securities for the respective lots.
Tenders must be delivered to the office at the address below on or before 6 October 2017 at 12:00 noon Semey (local time), at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
