Description

The World Health Organization (WHO) invites vendors to submit an Expression of Interest (EOI) for  supporting the WHO Barcelona Office for Health Systems Financing (WHO Barcelona) in (i) setting a digital data platform, the Universal Health Coverage Policy Watch (UHCPW), offering user-friendly and up-to-date country-level and comparative qualitative and quantitative evidence on financial protection and coverage policy in the WHO European Region and (ii) creating an online and secure repository for the quantitative and qualitative data that is produced and collated by the WHO Barcelona Office from internal sources and external public databases. The WHO Barcelona office expects to contract the design, development, testing, launch and post-launch technical support for the digital data platform as part of a non-exclusive long-term agreement (LTA)  which address the following objectives:

  1. validate the platform structure, user interface and user experience features;
  2. design a brand identity for the UHC Policy Watch aligned to the WHO Barcelona office identity;
  3. review and update the data structure;
  4. develop the platform,
  5. run user tests;
  6. launch the platform;
  7. provide post-launch technical support

This project is being developed in phases. The requirements identification phase has been completed and has resulted in several useful products to guide the development phase. The products include:

  • detailed content map and structure of the platform;
  • detailed wireframes for the platform;
  • clean data files for the qualitative and quantitative information to be uploaded and proposed model schemas for the database tables.

WHO intends to invite selected vendors to participate in a formal solicitation, via a Request for Proposals (RFP), at a later stage, for the above requirements.  Complete details of the requirements will be included in the solicitation documents.
