Title : Long Term Arrangement:

Institutional consultancy to develop storylines for children’s program

Purpose: To create a pool of qualified institutions to develop children’s drama contents

Location: Rwanda

LTA period: October 2017-September 2019

Duration: Pre-qualified candidates will enter into Long Term Arrangement with UNICEF Rwanda initially for 2 years for future assignments. Upon satisfactory delivery, the LTA may be extended by another year.

  1. Background

Early Childhood Development (ECD) is among the flagship programs for UNICEF Rwanda to support optimal development of children 0-6 years in cognitive, physical and social/emotional skills. Recent survey showed that there is limited interaction between parents and young children in Rwanda, and few children have toys and books to stimulate the child’s brain development. As for social services, there is limited access to organized child care. To increase children’s exposure to age-appropriate stimulation, mass media was identified as an effective channel to disseminate play-based learning contents for young children and their families.

In partnership with Rwanda Broadcasting Agency (RBA), Imbuto Foundation and MIGEPROF as the lead Ministry, UNICEF is scaling up the partnership to bring more educational entertainment to young children. This includes a weekly radio program named “Itetero” launched in October 2015 and aired on Radio Rwanda.

2. Objective of the consultancy

The aim of this consultancy is to support the RBA and UNICEF teams to develop drama contents. Typically, this entails a workshop of 5-days out of Kigali with 24 participants to create up to 52 rundowns of drama (26 animal dramas and 26 family dramas), which will be sent to a script writer. The Institutional consultant will organize and facilite a story lining workshop to develop the main storylines of the program by bringing together the inputs from Content Advisory Committee (CAG) members and experienced drama writers.

3. Justification

Children’s media programme in Rwanda is in its early years yet increasingly recognized as an effective communication channel on ECD issues. In order to align the content with the national priorities and deliver it in an age-appropriate manner, it requires an effective combination of different expertise ranging from subject matter (e.g. WASH, Nutrition, health, Parenting), drama writing, and early childhood development. Such creative skill set is not available among UNICEF staff members and RBA. The workshop requires a facilitator who is conversant with drama techniques who can bring in all skills and expertise together to produce useful and attracttive content for children. 

 

4.Scope of work

The institutional consultant will undertake the following tasks to deliver the drama content of Itetero for 26 episodes:  

  • Conduct literature review of available instruments on ECD and media for children, by children and with children
  • Conduct Focus Group Discussions and audience interviews to get additional insights on the programmme strengths and weaknesses
  • Develop the agenda of the 5 days story lining workshop
  • Identify the venue of the workshop in consultation with RBA and UNICEF
  • Invite workshop participants and follow up on the invitation to ensure needed participation
  • Manage all the workshop logistics including transport and DSA for 20 participants/facilitators, stationaries, and secretarial services for the workshop
  • Facilitate the workshop as per the agreed upon agenda and expected results
  • Produce a brief workshop report
  • Write up 26 skits of animal drama and 26 skits of family drama, collect inputs and revise to produce the final document

 

5. Expected deliverables

1. Concept note on how the workshop will be organized, including the agenda, venue, tentative budget, list of participants 

  • Within 3 calendar days after the tender is offered

2. Report of the workshop (technical and financial report)

  • Within 4 calendar days after the workshop is concluded 

3. Produce draft contents of 52 dramas, taking into consideration inputs from the workshop4

  • Within 6 calendar days after the completion of the workshop

4. Validation meeting with the core group to approve the contents (at UNICEF premise)

  • Within 15 calendar days after the completion of the workshop

5. Produce the final  contents incorporating comments from all partners 

  • Within 4 calendar days after validation meeting

 

6.  Payment schedule

Payments will be made upon submission of the report on key deliverables (to be agreed with the selected vendor).

  • 30% on submission of the concept note to cover part of the workshop costs including venue, stationaries, DSA and transport of participants.
  • 40% upon successful completion of workshop based on workshop report.
  • 30% after submission of the final rundowns of the skits.

 

7. Reporting

  • The Consultant will report directly to the C4D Specialist in UNICEF, with technical oversight of RBA and MIGEPROF as the major partners of the programme

8. Qualifications and experience required / evaluation criteria:

The institution should fulfill the following requirements to be selected for this assignment:

  • Have a team of experienced drama writers with a track record of similar work  (15 points)
  • At least three years of professional work experience in drama, creative communications, media content development or any other related field (15 points)
  • Proven experience in facilitating workshops   (15 points)
  • Experience in working with media, especially in radio drama and children issues (15 points)
  • Knowledge of computer systems, internet and various office applications. (10 points)
  • Fluency in English and Kinyarwanda for the facilitators and writers.  (Minimum requirement)
  • Financial proposal. For the purpose of tender, calculate a cost based on a hotel with workshop facility located in Musanze (30 points)

9. General conditions: procedures and logistics:

The consultant will be required to use their own facilities and equipment: computers, office.   The requested budget for the assignment should include transport and DSA costs for the people involved in it.

10. Copyright, Patents and other Proprietary Rights

UNICEF shall be entitled to all intellectual property and other proprietary rights including but not limited to patents, copyrights and trademarks, with regard to documents and other materials which bear a direct relation to or are prepared or collected in consequence or in the course of the execution of this contract.
