II.2.4)Description of the procurement:
The purpose of this contract is mainly aimed at covering maintenance, improvement and implementation support of existing tools and techniques used by Nuclear Inspectors of the European Commission.
DG ENER is responsible for the implementation of Euratom safeguards as per Chapter VII of the Euratom Treaty. The Commission’s duties in regard of this mission involve the physical verification of nuclear material by Euratom inspectors (DG ENER staff). To perform their tasks, the inspectors are dependent on nuclear measurement systems, many of which are permanently installed in nuclear installations across the EU for automatic measurements and analysis of generated data. Such OT (operational technology) applications enable Euratom Safeguards inspectors to acquire the results of their independent physical verification activities and to verify them against the nuclear operators' declarations. The measurement systems need to be operational at all times. OT networks (such as process monitoring, data acquisition systems, CCTV systems) are a collection of devices designed to work together as an integrated and homogenous system. If one of these systems fails, it can have a significant impact on the ability of nuclear inspectors to draw conclusions from their verification activities.

Explanation:
The current framework contract of Directorate ENER on the maintenance and upgrading of safeguards operational technology (‘OT’) will expire in November 2021, and a new framework contract needs to be concluded.
After an intensive analysis, Directorate ENER intends to use a negotiated procedure with a single company (Dokumenta) to establish the new framework contract due to the absence of competition for technical reasons.
